Response To Multidimensional Poverty—Reconstitution And Development Of Chinese Social Assistance System

Multidimensional poverty has become an international consensus,and the multidimensional nature of poverty has set new requirements for China's anti-poverty policy.At present,China's poverty alleviation and entry into the decisive period,the identification and eigenvalue analysis of the multi-dimensional poverty population will help to more fully understand the needs of the poor and boost the poverty-stricken population in poverty-stricken areas.Achieving a multi-dimensional analysis of the poor population also provides an important reference for the precise focus of China's anti-poverty policy after 2020.How to define and measure poverty,especially the scientific measurement of multidimensional poverty,is related to the improvement direction of anti-poverty social policies.At present,there is no official multidimensional poverty index in China.Based on the theory of capacity poverty,this paper builds on the CFPS2016 data and the global multidimensional poverty indicator system,applying the AF method of counting,and constructing 9 indicators from the four dimensions of income,health,education and living standards.Decomposable rural multi-dimensional poverty index system,and the calculation of multi-dimensional poverty index of CFPS2016 rural household data,combined with the multi-dimensional poverty index index decomposition,adult education and family asset capacity building in the multi-dimensional poverty family deprivation composition,both exceeded The impact of the income dimension will only discard more than 50% of multi-dimensional poor families by income poverty.In order to cope with the challenge of multi-dimensional poverty to the social assistance system and improve the efficiency of rescue,this paper analyzes theproblems existing in the current social assistance system,and builds the innovation based on the concept of capacity poverty and positive social policy on the basis of clarifying the orientation of the social assistance system.The model of social assistance system proposes to activate the special rescue flexibility;expand the form of transportation,strengthen the rescue service;pay attention to the education process,pay attention to skills training;improve the information system,connect social forces,build a civil affairs platform,and coordinate with various departments.
