A Study On The Transformation Of Government Functions And Roles In The Construction Of Enterprise Credit System In Gansu Province

Enterprise credit system construction is a systematic and complex project,which requires the government,enterprises and society to participate in and work together.With the increasing complexity and variability of China's market economy development,enterprise credit system construction is becoming more and more important.The functional reform and reasonable regulation in the governance process of the credit system of backward regional enterprises is of great significance to the improvement of the socialist market economy system and the social governance system,and to ensure the sustained,stable and healthy development of the regional economy.At the present stage,the construction of China's enterprise credit system mainly depends on government agencies or various regulatory departments to regulate enterprise credit by means of laws,policies and regulations under the provisions of laws and regulations.To a certain extent,it ensures the safe and effective operation of the market and the continuous improvement of the social credit system.However,there are still more and more incidents of dishonesty in Chinese enterprises,such as the "Sanlu Milk Powder",the Xu Yu case in which personal information data were leaked,the incidents of stealing from Wuwei Ronghua Company in Gansu Province and the frequent corruption cases involving officials and businessmen.The problems and difficulties in the construction of China's enterprise credit system are still exposed,mainly because the relevant government departments are lagging behind in regulating the construction of the enterprise credit system,and most of the regulations introduced are passive controls and lack the initiative and enthusiasm to guide them.Regulatory measures copy the lack of innovation.Through regional data accumulation and case studies in recent years,governments in underdeveloped regions should clearly define their responsibilities in the construction of corporate credit systems,perform their regulatory and guiding functions,and play the role of service providers.Through the reform of government functions,process reengineering,and e-government system design,the transformation of government from the traditional rule of man to the rule of law has been gradually realized.At the same time,this article finds that enterprises in underdeveloped areas often show "pairs of interests" with the government,and that the short-term behavior of the government in the construction of corporate credit systems is more obvious.Only the credit culture reconstruction and the overall environmental construction of social civilization are truly introduced at all levels of society.Only then can the government fulfill the function of service provider and leader from social credit environment construction to micro-enterprise credit system construction.How to create a good credit environment for the development of local economy and society and the construction and improvement of the whole social credit system through the correct transformation of roles and responsibilities is still a arduous task and long-term work in Gansu region.Based on government information governance theory,government regulation theory and information economics theory,this paper uses literature research method,comparative analysis method,interview method,analytic hierarchy process method,and combined field research.Based on a qualitative analysis of the policy text and interview data,a semi-structured interview was conducted with the credit supervisors of enterprises at the provincial,municipal and county levels of government administration for industry and commerce in Gansu Province.It has collected and collated relevant policy documents on the construction of enterprise credit systems in Gansu Province since 2011,and combed out the current situation and problems of enterprise information disclosure,random checking of information,and abnormal operation of enterprises.Analytic hierarchy process is used to sort out the relevant factors that affect the reform of government functions in the construction of enterprise credit system,including government planning issues,systems and legal systems,credit law enforcement information,and the construction of key credit information platforms.Then,by comparing the experience of enterprise credit system construction in the United States,Europe,Japan,Shanghai and other regions at home and abroad,the paper expounds the countermeasures and suggestions for the transformation of government functions and roles in the construction of enterprise credit system in Gansu Province.With a view to forming theoretical reference and practical experience of enterprise credit system construction in Gansu province.
