The Performance Evaluation Of Grassland Ecological Protection And Subsidy Policy In Sunan County

From 2011 to 2015,Sunan County implemented the first round of grassland ecological protection and subsidy policy with an area of 20.919 million acres,including 6.84 million acres of grazing prohibition,14.079 million acres of forage-livestock balance,covering 8,323 peasants and herdsmen in 102 administration villages,three markets,one town,six townships of the whole county.Subsidy implemented each year reached 172 million yuan,a total of 112.3 thousand sheep units were reduced and a total of 859 million yuan of grassland ecological protection subsidy were implemented in five years.As the key grassland ecological protection area of Gansu Province,Sunan County implements grassland ecological protection and subsidy policy,which is in the immediate interest of the broad masses of peasants and herdsmen in Sunan County.Grassland ecological protection and subsidy policy is a long-term and complicated systematic engineering.Conducting scientific and reasonable evaluation is particularly crucial.By using the theoretic research achievement of the performance evaluation on the public policy of domestic and foreign governments,in view of the objectives and requirements of national grassland ecological protection and subsidy policy and the actual implementation of grassland ecological protection and subsidy policy of Sunan County,combining new public governance theory and government performance management theory based on public value,this article makes clear the evaluation dimension based on balanced scorecard and designs performance evaluation index system of grassland ecological protection and subsidy policy of Sunan County accordingly and conducts evaluation from four dimensions of policy input,policy goal achievement,policy audience satisfaction,and influence and development.The evaluation result shows that the overall performance of grassland ecological protection and subsidy policy of Sunan County is good.The implementation of thepolicy input strictly follows national policy and the production and living of most benefited peasants and herdsmen have been enhanced to different degrees;policy satisfaction reaches the satisfactory level and all benefits achieved by the policy are recognized by peasants and herdsmen;policy implementation is standardized and orderly,funds are in place timely and the overall efficiency is relatively high;policy sustainable development ability is appreciable,but there is still room for further development.According to the evaluation result,this article holds that grassland ecological protection and subsidy policy of Sunan County plays a great role in promoting grassland ecological environment restoration,peasants and herdsmen income boosting and follow-up industrial development,but there are still shortcomings in follow-up regulation,industrial development and other aspects.In view of the above problems,this article puts forward perfecting mechanism,promoting industrial development and other countermeasures and suggestions.
