Research On Performance Evaluation Of "One Project One Discussion" Financial Incentive And Subsidy Policy Of Village Public Welfare

"One Project One Discussion" financial incentive and subsidy policy is an important institutional arrangement to solve the problems of rural public goods supply, and evaluation on the policy effectiveness is a comprehensive assessment of local government performance in addressing livelihood issues.Using surveying data of 2011 "One Project One Discussion" financial incentive and subsidy policy performance evaluation in Gansu Province, this study firstly builds a policy performance evaluation indicator system which includes 5 first level indicators and 17 secondary level indicators from the perspective of performance evaluation of public projects. The 5 first level indicators are organization and leadership, project management, financial management, institutional construction and working effectiveness. Then, the weight of each index is determined via Multi-Analytic Hierarchy Process (Multi-AHP). Finally, the paper makes a comprehensive evaluation of the policy implementation performance in six sample counties, which for the purpose that to explore a new evaluation method of the "One Project One Discussion" financial incentive and subsidy policy. In the meantime, this paper will offer some valuable instructions and suggestions for public program and public policy evaluations in Chinese government.The results suggest that, villagers’ satisfaction degree, advocacy and training, project quality, project implementation and working mechanism are the most important influencing factors for performance of "One Project One Discussion" financial incentive and subsidy policy. From the above five aspects, stimulating the initiative of government, village collective, farmers and other diverse subjects, forming collaborative governance effect, and gradually improving the management mechanism, will continuously improve the performance of "One Project One Discussion" financial incentive and subsidy policy.Based on the comparative analysis of results of the performance evaluation by the Multi-AHP method and the traditional evaluation methods, this study suggests that the use of Multi-AHP method for evaluating the performance of "One Project One Discussion" financial incentive and subsidy policy is feasible, which has the further value to promote and improve, then apply in the practice of public policy performance evaluation.
