Research On The Effect Of Patent Subsidy Policy Coordination On Economic Performance In China

At present,China's patent industry has been developing unprecedentedly,and the patent development is in the background of changing from high-quantity growth to high-quality development.As an important guarantee for the development of patent industry,patent subsidy policy has been paid more and more attention,which is of great significance to the research on the coordination of patent subsidy policy.Since the first patent subsidy policy was introduced in Shanghai in 1999,it has played an indelible role in promoting the amount of patent application authorization.On the other hand,in the process of implementing the patent subsidy policy,the problem of poor synergy between the patent management function departments and unclear policy objectives has led to the patent quality problems related to patent bubbles and garbage patents.Domestic scholars have carried out a series of researches on patent subsidy policies,but most of them focus on regional patent subsidy policies,and there are few researches from the perspective of policy coordination.Therefore,based on the research data of patent subsidy policies at the provincial and municipal levels in 2008-2018,this paper uses the research method of combining quantitative analysis and qualitative analysis to build an indicator system with policy coordination indicators such as policy departments,policy objectives,funding standards,etc.,and uses the corresponding public formula to calculate the Collaborative Value of each indicator,and then analyzes the synergy of each indicator of patent subsidy policies Multiple linear regression method is used to measure the impact of the synergy indicators of patent subsidy policies on economic performance.It is found that the synergy of patent subsidy policies has a significant impact on economic performance.The impact direction and strength of the synergy indicators on economic performance are different;the synergy of policy objectives is poor;the text of patent subsidy policies is not clear;the level of patent subsidy is different from that of technology According to the conclusion of data analysis,this paper puts forward corresponding policy suggestions from four aspects: policy objectives,policy departments,policy evaluation mechanism and policy clarity.
