Research On Local Government Governance From The Perspective Of Publishing Industry

The report of the 19 th National Congress of the Communist Party of China pointed out that "building stronger cultural confidence and helping socialist culture to flourish," and "explore new mechanisms for cultural production and operation,and develop new forms of business in this sector." In the process of government governance,publishing industry,as one of the important parts,is the main force of cultural construction.and it is an important medium for the Party,the country and the people to realize information exchange.At present,the role of the government in the development of the publishing industry is very important.At the same time,as an important part of the cultural undertakings,the publishing industry in China has three basic attributes:ideological,cultural and industrial economy.Its ideological and cultural nature involves the ideology and cultural security of the country,and it is necessary for the government to stand at the height of safeguarding national ideology andcultural security all the time,and use various economic and administrative means to supporting in the finance,such as drawing up industrial plans,setting up access conditions and financial support,tax relief and so on,in order to maintain the healthy and sustainable reproduction of the publishing industry.The foundation of macro-control is to establish a constantly improving government governance system.By discussing the government behavior in the development of Shanxi publishing industry,this paper summarizes the progress of government governance and analyzes its problems,which is great significance to how to further promote the development of the rule of law,scientization and marketization of Shanxi publishing industry.At the same time,it also provides ideas for further improving and strengthening the governance function of local government in the development process of publishing industry in Shanxi Province.The research content of my paper is mainly divided into four chapters.The first chapter is the introduction.This chapter mainly introduces the background and significance of the paper,as well as the research status at home and abroad.Then it points out the research methods and explains the innovation of the paper.The second chapter is the basic overview of publishing industry and government governance.This chapter expounds the concept and theoretical analysis of publishing industry and government governance.This part is the theoretical basis of the paper,first of all,to define the related concepts of the publishing industry,and then introduce the modern governance structure theory of thepublishing industry.Secondly,it introduces the explanation of the term government governance at home and abroad and an overview of some related theories of government governance.Last,it introduces the three stages of government governance in China's publishing industry.The third chapter mainly introduces the current situation of government governance in Shanxi publishing industry.This chapter is divided into three parts.The first part is to explain the progress made in the government governance of Shanxi publishing industry,the service capacity of the government has been further improved,and the role positioning is gradually accurate.The second part summarizes the problems existing in the government governance of Shanxi publishing industry,and analyzes them from four aspects: supervision,industrial structure,guidance and open governance.The third part is the analysis of the reasons for the problems summarized in the second part,combined with the actual situation of Shanxi Province.The fourth chapter aims at perfecting the countermeasures of Shanxi publishing industry government governance.On the basis of the analysis of the present situation of the third chapter,this chapter puts forward four feasible suggestions.
