The Analysis About The Transformation Of Government Functions In The Development And Utilization Of Oil Resources In Qingyang City

Qingyang City, Gansu Province, rich in petroleum resources, is located in the resource rich area of the Ordos Basin. In 2015, oil production has reached 700 tons or more, the size of petroleum resources development and utilization is huge. In recent years, with the purpose to develop local economy by exploit oil resources, Qingyang City, vigorously promote Longdong energy chemical industry base construction, actively promote the" one-stop "services and" a harmonious model of petroleum exploit ", giving a leading role of local government in economic development.However, the development and utilization of petroleum resources are typical of the development and utilization of mineral resources, the need for local government to do more than just create GDP. Local government needs to solve environmental problems in the development of the economy, but also need to consider the overall plan for the future development. In addition, the field of petroleum development is a monopoly by the national enterprises, local governments often confused with what could not, bad management and how to manage.With the further deepening of China's socialist market economy, the state is actively promoting the reform of administrative system, and actively promoting the transformation of government functions. In addition, through the study of the master's degree, I has a certain understanding of the theory of public administate. In this article, I analysed the existing problems and the causes of local government functions in the exploitation of oil resources in Qingyang City, from the angle of transformation of government functions, and then I use the related theory of public administrate to analysis how to more reasonably play the government functions in the utilization of petroleum resources in Qingyang City, finally, I give suggestions in the transformation of government functions in the exploitation of petroleum resources for Qingyang City. This article mainly shows six aspects of the transformation of government functions, they are sustainable development, straighten out the relation between the central and local, the construction of socialist market economy, straighten out the relationship between government sectors, building a service-oriented government and construction of rule of law government.There are six chapters in this article. The first chapter include the background, purpose, significance and methods of this article, and discusses the research result inland and abroad. The second chapter defines the related concepts, and introduced the relevant theories of the article. The third chapter start with the definition of local government function and the current situation of local government function's implementation in Qingyang City, then summarized that there are three problems in the development and utilization of oil resources, respectively, they are the dislocation of administrative supervision, the absence of market control, the offside of public service. Then the reason of these problems was researched. Chapter four say that there are 6 directions that the local government have to change, they are sustainable development, straighten out the relation between the national and local, the construction of socialist market economy, straighten out the relationship between government sectors, building a service-oriented government and construction of rule of law government. The fifth chapter say that there are 6 measures that the local governmenfrom should do, they are making a good planning, striving policy from superior government, the development of local policies and regulations, promoting the governmenr servants and government institutions, providing public products, promoting the accrual list system. In last chapter, a summary is made.
