Prevention And Control Of Urban Flood Disasters

In recent years,due to the continuous deterioration of global climate conditions,as well as the adverse impact of human destruction on the global environment,which leading to frequent floods around the world.Meanwhile,the regional heavy precipitation events are also increasing in China,and urban flood disasters are emerging in endlessly.The occurrence of various floods and natural disasters will bring serious delays and retrogression to the local economic,social and cultural development,and pose a serious threat to the production and life of the local people.As far as the assessment of the Party and local governments is concerned,how to deal with flood disasters effectively is an important index.Thus,it is urgent to study the prevention and control of flood disasters.This paper hopes to provide strong support for local governments to prevent and control flood disasters in theory,and at the same time play a practical guiding role in practice.At present,most of the academic community is focusing on macro or urban management in the study of flood prevention and control,but less from the perspective of local government management.Therefore,adhering to the principle of effectiveness,it has become an urgent task to construct the local government system to prevent and control flood disasters,and to prevent and eliminate all kinds of crises caused by flood disasters.By using the methods of literature analysis,empirical research and comparative research This paper analyzes and studies the present situation and problems in the prevention and control of flood disasters in Wanbailin District of Taiyuan City.It explains the theory of public governance,the theory of new public management,the theory of holistic governance and so on.Through investigation,it is found that there is unreasonable design and planning for the prevention and control of flood disasters in Wanbailin District.The existing problems are as follows: The construction of urban infrastructure needs to be improved;the institutional capacity of flood control organizations at all levels is insufficient;the lack of participation of non-governmental organizations;the lack of guarantee capacity for emergency management of flood disasters;the need to strengthen public crisis education,and the need for flood control and drainage;The weak flood control emergency early warning mechanism;the need to standardize the preparation and management of emergency plans;the lag in the construction of information network,etc.According to these problems,this paper draws lessons from the advanced experience and enlightenment of London,New York,Changsha and other domestic and foreign cities in flood disaster prevention and management.And this paper puts forward the following countermeasures and suggestions to improve the prevention and control of urban flood disasters: Improving the level of urban infrastructure;strengthening the construction of flood control organizations at all levels;giving full play to the role of non-governmental organizations in disaster prevention;improving the guarantee ability of emergency management of flood disasters;strengthening the crisis education of public flood disasters;improving the early warning ability of flood disaster prevention and control;strengthening the ability of making and managing flood control emergency plan;establishing the information system of flood disaster prevention and management,etc.
