| Sichuan is historically known as “land of mille-river”,which leads it also to be one of the most impacted province suffering from flood disaster.In addition to the extreme weather condition which is more frequent than the average of the whole nation,the diversity of its landscapes also increases the probability of floods that result in severe consequence.Among them,flash flood(mountain flood)is the most dangerous one which engaged tremendous victims and loss.According to the statistics,there was more than 77% of death and missing caused by this kind of flood in Sichuan between 2008 and 2012,and this ratio has even risen to 90% in 2013.Therefore,to establish efficient prevention mechanism particularly for flash flood,is one of the most prior subject to address in current crisis management.However,there would still be some aspects to improve regarding to administration procedure and its deployment with both technical constraint and local reality in Sichuan.Therefore,under this background,this thesis studies the mountain torrent disaster prevention management system and mountain torrent disaster prevention management mode of Sichuan province,in order to enhance the management level of mountain torrent disaster prevention system in Sichuan province.This thesis first reviewed the theory of mountain torrent disaster prevention and crisis management,analyzed the problems existing in the current situation of mountain torrent disaster defense system of Sichuan province.Through the analysis of the past management cases,with a combination of theory and practice,the author tries to make improvements in aspects of the personnel,capital allocation,defense mechanism and legal system,to establish a scientific and reasonable management mode,in order to find the right mountain torrent disaster prevention management system for Sichuan province,and puts forward the perfect countermeasures for Sichuan mountain torrent disaster prevention management system,including holding the principle of life is the highest work idea,gradually perfecting the system of mountain torrent disaster prevention plan of Sichuan province,strengthening the construction of grass-roots defense organization system,intensifying the building of mountain torrent disaster prevention management mechanism,and perfecting the mountain torrent disaster prevention management regulations,etc.This article has certain theoretical and practical significance.In terms of theoretical significance,the research achievements of this paper once again confirms the original mountain torrent disaster prevention management theory,and enriches and develops the original theory.In terms of practical significance,in this paper,the mountain torrent disaster prevention system carried on in Sichuan province was analyzed in the case,and the existing problems and reasons was found.Suggestions for improvement has good reference value,and can provide certain reference for the government department to build a scientific and reasonable mountain torrent disaster prevention management model. |
