Floods and droughts are the major natural disaster in Gansu Province. From the 21st century, economy and society develops fast in Gansu with increasing population and urban areas. However, due to global warming, the frequency of the extreme flood and drought is also growing with escalating impact on economic and social development. It is an important task for the government at all levels to fulfill the function of public service by strengthening preparedness and prevention of floods and droughts and management of the disaster reduction..Basing on disaster pattern of flood and drought as well as typical cases, disaster formation and impact on social stability and economic development, the paper conducts analysis and conclusion on existing problem and major reasons with methods of comparative analysis and inductive analysis, taking reference on both domestic and international disaster risks management theory and practice.Relying on status quo of domestic and overseas flood and drought management and disaster reduction, the paper firstly introduces major methodologies and approaches, options adopted by both China and western countries for water disaster management and disaster reduction, and explores the concepts of natural disaster, flood and drought disaster, risk management, and so on, and systematically illustrates content, basic method and tools, procedures of disaster risk management. The paper proposes to reinforce infrastructure construction in six aspects and consolidate disaster reduction management strategy in eleven aspects of emergency management, coordination mechanism, improvement of legislation, technical policy, emergency plan, decision-making, monitoring and forecasting, performance evaluation, damage assessment, insurance, capacity building.
