Research On The Construction And Development Of Etukeqian County's Government Affairs Service Center Under The "FangGuanFu" Reform

It is pivotal to intensify the transformation of governmental functions and the reform of administrative systems that to deepen the streamlining administration and delegating power,as well as to optimize services.Since the 18 th CPC national congress,governmental services centers nationwide where all the measures are implemented,have been playing an increasingly important role in solving the problem of the last kilometer.Etukeqian county is a vast territory with a sparse population,many of which are minority groups.Given the concrete situation,the local government has been exploring a new way catering to the minority area by combining the government and party affairs.As a result it is more convenient for the citizens and enterprises in daily life.This article refers to the governmental service center of Etukeqian county.According to text analysis and case study,the results show that there are many problems in aspects like organization structure,streamlining administration and delegating power,and supervision and inspection.Taking the advanced experiences of some national area as a mirror,this article gives its suggestions from four aspects,strengthening the top-level design,deepening the reform of administrative examination and approval,broadening the regulatory pathway,and optimizing the service level,in order to enhance the construction and development of governmentaffairs service centers in the minority area,and to better promote the“FangGuanFu”reform and the transformation of government function.
