A Study On The Problems And Strategies In The Construction Of Government Affairs Service Center In Binzhou City

The 18th party congress has clearly pointed out the importance of constructing a scientific function, optimized structure, honesty and high efficiency service-oriented government that the people are satisfied with. The reform of administrative examination and approval system is the major initiatives to build a service-oriented government. It is known to all the government affairs service center is the innovative product of application of administrative examination and approval system in local government. Gradually, this system will become the integrated platform of innovative operational mechanism of local government, and assume responsibility for window-type office work, and further represents government sector to concentratedly handle parts of public services and administrative examination and approval work. Recently, local government affairs service center has played an essential role in improving administrative efficacy, promoting government affairs public and improving the quality of service, simultaneously winning the recognition of society and the public. With the penetration of the reform of the administrative examination and approval system, many problems that can not be ignored have been brought about government affairs service center in aspect of legal status, function orientation, allocation of administrative resources, and linkage mechanism, which have seriously hindered sustainable development of government affairs service center. Therefore, positively exploring the lessons learned in the practice, breaking the predicaments in the context of reformation of administrative examination and approval system, further promoting and strengthening the construction of government affairs service center will be the research objective of this thesis.This thesis will focus on this objective in the research background of reform of administrative examination and approval system. Firstly, the thesis will introduce the background, research significance, and research method applied in our country’s government affairs service center construction. Secondly, the study analyzes the theoretical foundation of constructing government affairs service center in a detailed way and review the development history as well as overall results of our country’s reform of administrative examination and approval system. Thirdly, this research take Binzhou City as an example to effectively analyze the problems such as lack of legal protection, unclear realistic orientation, human resource management dilemma, insufficient authorization, "extracorporeal circulation", restriction of technological means and so on which will be encountered in the process of constructing government affairs service center. Lastly, this thesis will put forward scientific and effective strategies like strengthen institutional supervision, reasonable orientation, standardized human resource management, innovative service mechanism, promotion ofE-Government, and standardized construction to improve the construction of government affairs service center, which is of great practical significance to guide the completion and scientific development of the government affairs service center construction.
