In recent years,as an important measure of human resource management,exchange rotation has received more and more attention and application from the public sector.Compared with other public departments,the public security organs have a large organizational structure,a large business volume,and a single police function.The overall operational quality is too "stable".The exchange of rotation can bring many benefits in terms of promoting the regularization of the team,improving the effectiveness of the team,revitalizing the police resources,controlling occupational risks,stimulating the vitality of the team,and promoting the overall development of the police.Science and sustainable development are of great significance.However,through the development of this research,as the main body of the public security organs,the grassroots public security organs still have problems such as poor environmental atmosphere,insufficient implementation,lack of vitality,and so on.This paper studies the actual situation of the election of the D County Public Security Bureau in the past five years as a case study,and closely follows the logical relationship between "problems","causes" and "measures",adopting the literature research method,the data review method and The questionnaire survey method was carried out at different levels,and the layers were developed.The four factors that influence the police's exchange rotation were analyzed,namely,the ideological understanding and policy environment reasons,the reasons for implementation,the reasons for participation,and the institutional design reasons for the exchange rotation itself..Finally,aiming at the problems and reasons of the exchange of rotation,how to improve the status of the rotation of the police in D County,and propose a good policy implementation environment,improve the management level of the executive body,break the limitations of the target group,optimize and improve The systematic and other countermeasures and suggestions of the policy are expected to bring lessons to other grassroots public security organs.
