A Study On The Evaluation Of The Performance Of The Local People's Congress Delegates

At present,some deputies of the people's Congress have some problems in the process of performing their duties,such as inactivity,inaction and poor effect in carrying out their duties.The emergence of these problems is closely related to the lack of evaluation of the performance of local people's congresses.Improving the evaluation method of people's Congress can improve the level of representative work,restrain the behavior of representatives and improve the effect of performing their duties.The current law of our country has no clear and specific stipulations on the evaluation of the performance of the local people's Congress,so the methods of the evaluation of the performance of the deputies of the people's Congress are not uniform.Some local people's congresses have adopted various measures to evaluate the performance of deputies by establishing the registration of deputies to perform their duties,and evaluating the performance of deputies by means of performing their duties to voters.These methods and methods are very important for encouraging representatives to carry out their duties actively and improving their ability to perform their duties.However,at present,the evaluation of the deputies to the people's Congress is still in the exploratory stage,and the system design for the evaluation of the performance of the duties of the deputies of the people's Congressis still relatively rough.The main body of evaluation is not clear yet,some places stipulate the evaluation by electoral units or voters,some local provisions by the standing Committee of the National people's Congress,some local provisions for comprehensive evaluation by various institutions;To local people's congresses The content of representative performance evaluation is not comprehensive,focusing on the evaluation of the quantity of performance,the lack of legal provisions on other rights and obligations,the form of evaluation is relatively single,did not use multiple forms of evaluation of representatives;The procedure is not perfect,lack the feedback of evaluation result,pleading and publicizing procedure;In the application of the result,there is a dispute about whether to exhort or remove the incompetent representative,and there is no good incentive for the representative with good performance,and there are no proper disciplinary measures for the representative with poor performance.In view of the shortcomings mentioned above,the standing Committee of the National people's Congress(NPC)should be regarded as the organizer of the performance evaluation of the deputies,and the final evaluation should be carried out by the voters,and the other obligations stipulated by the law should be regarded as the evaluation contents to evaluate the quality of performance.Carry out the combination of daily and annual evaluation,the combination of the self-evaluation of the people's Congress and the organization audit and the mutual evaluation of the members of the representative group,attach importance to the feedback of the evaluation results,publicize and disqualify the defense procedure of the representatives;Reasonable use of evaluation results,so as to give play to the importance of the evaluation mechanism.
