Research On The Implementation Of Jilin Province Policy To Promote Rural Revitalization

In 2004,then Premier Wen Jiabao of the State Council put forward the strategy of revitalizing the Northeast.Relevant policies were promulgated and implemented around the strategy one after another.With the implementation of the strategy,certain results have been achieved.In October 2017,the 19 th National Congress of the Communist Party of China put forward the implementation of the rural revitalization strategy,which marks that the revitalization strategy is no longer limited to the northeast region,nor is it limited to cities and towns,but is implemented in villages.In January 2018,document no 1 of the central Committee of the communist party of China proposed the rural revitalization strategy again shortly after each other,and it was a special opinion on the implementation of the rural revitalization strategy.the content of the opinion also proposed the formulation of the rural revitalization law.In March 2019,Jilin Province Daily published "Jilin Province Rural Revitalization Strategic Plan".So far,the rural revitalization policy has been fully implemented.How effective is the implementation of the rural revitalization policy should be studied so as to find out the prominent problems and solve them.This article takes the implementation of Jilin Province's rural revitalization policy as the research object,and takes J Town as an example for more effective research.This article first defines the concept of rural revitalization and policy implementation,and elaborates the theory of policy tools and policy implementation.Secondly,it analyzes the current situation,existing problems and causes of the implementation of the rural revitalization policy in J Town of Jilin Province.The analysis of the problems includes: the deviation of the implementation consciousness of the rural revitalization policy,the passive wait-and-see of the implementation target of the rural revitalization policy,the heavy waste of resources in the implementation of the rural revitalization policy,and the deviation of the implementation target of the rural revitalization policy.The analysis of the problems includes: the ability to promote the implementation of the rural revitalization policy is low,the ability to promote the participation of the implementation object of the rural revitalization policy is weak,the influence and restriction of the implementation environment of the rural revitalization policy are promoted,and the monitoring system for the implementation of the rural revitalization policy is lacking.At last,the author puts forward some countermeasures to promote the implementation of the policy of rural revitalization in Jilin Province.That is,to improve the quality of Jilin Province's rural revitalization policy implementer(to improve the policy accomplishment of township government implementer and to improve the public service capability of township government personnel),to improve the Jilin Province's rural revitalization policy implementation guarantee mechanism(to improve the communication mechanism and accountability mechanism for the implementation of the rural revitalization policy),to strengthen the Jilin Province's rural revitalization policy implementation environment(to strengthen the legal environment for the implementation of the rural revitalization policy),Strengthen the publicity environment to promote the implementation of the rural revitalization policy,strengthen the cultural environment to promote the implementation of the rural revitalization policy,strengthen the resource integration environment to promote the implementation of the rural revitalization policy),build the monitoring and incentive system to promote the implementation of the rural revitalization policy in Jilin province(build the monitoring system to promote the implementation of the rural revitalization policy,build the incentive system to promote the implementation of the rural revitalization policy).
