Research On Policy Optimization Of Science And Technology Talents In Shandong Province Under The Strategy Of Rural Revitalization

On October 18,2017,President Xi Jinping proposed the implementation of the rural revitalization strategy in the report of the 19 th National Congress of the Communist Party of China,which provided a policy guarantee for the development of "three rural issues";the "Central Committee of the Communist Party of China and the State Council's Opinions on the Implementation of the Rural Revitalization Strategy" issued in January 2018 "Pointed out that" the implementation of the rural revitalization strategy must solve the bottleneck constraints of talents ";President Xi Jinping proposed in March 2019 when participating in the deliberations of the delegations of Shandong and Henan provinces: " We must implement the rural revitalization strategy in a down-to-earth manner ".Mobility,mobility between urban and rural areas is more active,not only local college students return to their hometowns,but also many returnees to the countryside to seek entrepreneurial opportunities,the rural and modern rural agricultural development space is still a promising land";the Central Document No.2020 also pointed out To promote talents to the countryside,cultivate more talents who understand and love agriculture and are willing to take root in rural development,apply more scientific and technological achievements to rural development,and ensure that all kinds of talents have smooth access to the countryside.Opinions to promote the promotion of rural talents to help college students,entrepreneurs,and high-tech talents join rural entrepreneurship.In order to better implement the science and technology talent policy under the rural revitalization strategy and strive for more science and technology talents to flow to and take root in the countryside,Shandong Province science and technology talent policy optimization research is imperative.This article uses human capital theory,ERG theory,public policy evaluation theory and interaction theory model as the theoretical basis for the research,defines the rural revitalization strategy,science and technology talents,science and technology talent policies and the basic content of science and technology talent policies,and expounds the science and technology talents Policy optimization can bring benefits to the implementation of the rural revitalization strategy.Through combing from October 18,2017 to 2019,the Shandong Province Science and Technology Talent Policy under the Rural Revitalization Strategy,it is found that there are too large proportions of science and technology talent training special policies in the Shandong Province Science and Technology Talent Policy under the Rural Revitalization Strategy,and the support objects of the science and technology talent incentive policy " "Homogeneity",poor implementation of the evaluation policy for scientific and technological talents,and insufficient attractiveness of the policy for the introduction ofscientific and technological talents.At the same time,the causes of the problems were analyzed.By drawing on advanced experience in optimizing scientific and technological talent policies in foreign countries such as Gyeonggi-do,South Korea,Hirosaki City,Aomori Prefecture,and Yvelines,France,and Sichuan,Henan,and Shanxi Provinces,combined with the actual situation in Shandong Province,we propose to build a complete Scientific and technological talent policy system,expand the scientific and technological talent policy coverage group,strictly implement the scientific and technological talent evaluation policy implementation,and improve the scientific and technological talent introduction policy guarantee mechanism of policy optimization suggestions.
