Study On Traffic Congestion Management In Wenzhou Urban Area

Urban traffic is one of the basic conditions to maintain the normal operation of the city as a whole.It is also the basic component of the urban social,political,economic and material structure.With the continuous advancement of urbanization in all parts of China,the increasing demand for transportation and the increasing scale of family car ownership,traffic congestion has become more and more serious,which seriously restricts the further development of the city.Traffic congestion leads to frequent traffic accidents,and congestion will also aggravate urban air pollution,resulting in longer commuting time,increased time loss and increased economic costs.Urban traffic congestion has gradually become a common problem of urban governance in China.Wenzhou is a typical transportation hub city.In 2018,Lucheng District,Longwan District,Ouhai District and Dongtou District under Wenzhou jurisdiction have a total resident population of 3 million.According to the relevant standards of the State Council,Wenzhou is a type I metropolis.The per capita Road area of urban area is 12.06 square meters,which is lower than that of Shanghai and Hangzhou.The number of vehicles per kilometer of road is 564,which is higher than that of developed cities such as Beijing and Hong Kong.This paper analyses the problems and causes of traffic congestion and management in Wenzhou urban area,and puts forward some measures to reduce traffic congestion that are more in line with the actual situation of Wenzhou urban area,which can provide some reference for other similar cities in China.Based on the new public service theory,the new public management theory and the theory of collaborative governance,this paper mainly adopts the method of literature analysis and investigation.Through a detailed review of the research literature and works of domestic and foreign academics and relevant experts and scholars in the industry,it makes a further analysis and investigation by comparing the research results of different scholars.On the basis of previous studies,this paper also collects documents on congestion management planning and measures since the 13 th Five-Year Plan in Wenzhou urban area,combines with the investigation and personal experience in practical work and visits to relevant responsible persons.A large number of data and materials about traffic congestion in Wenzhou urban area were collated.In the specific research process,this paper analyzed the current situation of traffic congestion in Wenzhou urban area from three aspects: the overall situation of road traffic operation,congestion time and road speed,and studied the current situation of traffic congestion management in Wenzhou urban area.At present,the urban area of Wenzhou mainly uses road construction optimization,public transport development,parking facilities construction,slow-moving system construction,traffic order management,intelligent traffic construction to deal with traffic congestion.According to the current situation of six aspects of congestion management in Wenzhou urban area,five problems are pointed out,which are: excessive growth of vehicles and lagging construction of transportation infrastructure;insufficient attraction of public transport;insufficient development of slow-moving system;insufficient management of traffic order;lack of integration of resources in intelligent transportation construction.And try to analyze the deep-seated causes of these problems from multiple perspectives,mainly in five aspects: governance concept and governance needs do not match;governance subject is single;internal and external lack of coordination mechanism;urban spatial layout of traffic planning is not reasonable;financial pressure is high.This paper also analyses the advanced experience of traffic congestion management at home and abroad.For example,Tokyo uses refined concepts to reduce traffic congestion;Stockholm is a practitioner of the concept of "green transport";Beijing takes many measures to reduce traffic congestion simultaneously;and Hong Kong is one of the few cities where public transport is profitable.At the same time,from the perspective of social organizations and public participation in governance experience,this paper analyzed how Gaode Map and Hangzhou Urban Research Institute encourage public participation in congestion management.Finally,in view of the problems and causes of traffic congestion management in Wenzhou urban area,and drawing on the successful experience at home and abroad,the paper puts forward seven main measures to improve the current situation of traffic congestion management in Wenzhou urban area.Firstly,we should realize the transformation of governance objectives,governance paths and governance subjects,and cultivate multi-governance subjects dominated by the government;secondly,we should construct internal and external cooperative working mechanism to encourage and improve the ability of the subjects to participate in governance;thirdly,we should strengthen the integrated planning of land use and urban transportation;fourthly,we should strengthen the supply of transportation infrastructure and strictly management the growth of motor vehicles;and fifthly,give priority to the development of public transport.Sixth,make full use of sophisticated and intelligent means to improve the effectiveness and efficiency of congestion management.Seventh,increase financial support.
