Study On The Problems And Countermeasures Of Wenzhou Municipal Government's Purchasing Home-based Old-age Service

At present,China and even the whole world are facing the problem of population aging.The increasing population of the elderly has brought severe challenges to the economic and social development of Wenzhou.With the development of economy,the change of culture,the change of moral concepts and the change of family structure,the traditional family pension and institutional pension can no longer meet people's pension needs.Local governments are constantly exploring better and better pension models.Home-based pension service has gradually come into people's sight.The old-age pension model not only adapts to people's traditional concept of old-age pension,but also meets people's new expectations for old-age services.Compared with the traditional way of providing for the aged,home-based pension can provide more specialized services,better solve the many problems that the elderly encounter in their daily life,at the same time,it can adapt to social development and solve the social problems faced by the elderly.Therefore,local governments are actively promoting the purchase of home-based pension services.There are many problems in the practice of promoting the purchase of home-based pension by the government in Wenzhou.On the one hand,the coverage of home-based pension is small,and some elderly people with poor economic conditions or poor health can not enjoy home-based pension services well.On the other hand,some township home-based pension mechanisms are immature,and there are some problems such as imperfect infrastructure and poor talent team construction.Firstly,this paper introduces the connotation of the government's purchase of home-based pension services,and analyses the function orientation of Wenzhou municipal government in the process of purchasing public services from the perspectives of public-private pluralism theory,government-assisted reasoning theory and government regulation theory.Next,it introduces the system construction,operation mechanism and implementation of Wenzhou government's purchase of home-based pension services,as well as the problems of irregular purchase process and low social participation under the coverage.Then it analyses the causes of the above problems from the perspective of the government itself and the public.On this basis,the corresponding countermeasures are put forward,such as improving the system construction,improving the supply mechanism of pension services,establishing and perfecting the supervision mechanism of the government's purchase of home-based pension services,enhancing the public's participation in the government's purchase of home-based pension services,and increasing the government's support for home-based pension related industries.
