A Study On The Problems Of Developing Rural Collective Economy By The Government In The Underdeveloped Areas Of Central China

Developing and growing rural collective economy is a necessary path to promote rural development,and it is of great significance in the fight against poverty,promoting the transformation of resources and achieving common prosperity.Accelerating the development of rural collective economy by local governments can not only promote the development of local rural industries,promote the progress of local agriculture and rural areas and increase farmers’ income,solidly implement the strategy of rural revitalization,but also effectively integrate resources and prosper the local economy.promote local economic and social sustainable development and common prosperity.Due to the relatively fragile ecological environment,relatively inferior geographical location and relatively single industrial structure in the vast rural areas of underdeveloped areas,the development of rural collective economy is generally relatively backward and is in urgent need of widespread concern and strong support from all walks of life in society.in particular,it is necessary to effectively play the role of the local government in promoting the development of the rural collective economy.At present,many local governments in underdeveloped areas have gained a lot of typical experience and effects by providing policy incentives,deepening institutional reform,innovating ways of development,And extensively absorbing public funds to promote the development of rural collective economy.Through Promoting Rural Collective Economic Development,the local government has become the main task and important measure for the underdeveloped areas to effectively link up poverty alleviation and rural revitalization,and to achieve common prosperity,but there are still many problems in practice,and there is an urgent need to explore the causes and find countermeasures to effectively promote the local government to play a better role in promoting the development of the rural collective economy.Through field investigation and case analysis,this paper comprehensively combs and summarizes the practices,effects and problems of S municipal government in promoting the development of rural collective economy by selecting a typical S city in the underdeveloped area of central China as a representative,and then explores the path for local governments in underdeveloped areas in central China to develop rural collective economy.S City is a typical underdeveloped area in central China.At present,the government develops the rural collective economy through the reform of rural collective property rights system,the formulation of industrial planning,the development of animal husbandry and other characteristic projects.Achievements have been made,such as the full completion of the reform of the property rights system,the continuous improvement of the level of comprehensive agricultural machinery,and the effective improvement of public services in rural areas.But at the same time,there are many problems,such as the low level of rural collective economic development,the single mode of rural collective economic development,the lack of sustainability of rural collective economic development,the non-standard operation and management of rural collective economy and so on.Based on this,on the basis of a comprehensive summary and analysis of S City,this paper makes an in-depth analysis of the main problems,and puts forward countermeasures and suggestions for improving the development of rural collective economy by local governments in underdeveloped areas in central China,including strengthening the leadership of party building,strengthening assessment and evaluation,increasing policy support,activating development momentum,deepening system construction,standardizing operation and management,innovating development methods,forming a joint force of development,and so on.Hopefully,these proposals will be helpful to the development of the rural collective economy in the less developed regions in the middle of China.
