The Research On The Role Orientation Of The Urban Subdistrict Office In The Urban Grassroot Governance

As an important subject in urban grassroots governance,urban subdistrict office can play a vital role.On the one hand,as the dispatched agency of the superior government,the urban subdistrict office undertakes the administrative tasks assigned by the superior and receives the corresponding performance appraisal.On the other hand,as a task-based organization,Street offices provide corresponding public services for the public.Besides,urban subdistrict offices need to be aimed at public demands and become the communication bridge between civils and the government.It is clearly that urban subdistrict office bears great responsibility in urban grass-roots governance,but the subdistrict office also faces many contradictions: unequal power and responsibility,deviation from the reality of policy requirements and so on.The earliest administrative regulations for urban subdistrict offices have been abolished,and so far no unified law has been enacted in China.In recent years,based on the background of administrative system reform,some mega-cities and sub-provincial cities have successively promulgated regulations for urban subdistrict offices.Those contradictions reflect the optimization point of policy and system.Based on clarifying the contradictions,the subdistrict offices also need to clarify the role orientation,so that in the follow-up practice,according to the situation of grass-roots governance,targeted action can be taken.This essay is divided into five chapters.The first chapter is the introduction,which combs and summarizes the relevant literature on the role orientation of urban subdistrict offices,the role theory of organizational behavior and sociology in management.At the same time,it combs the current practice experience of domestic and foreign grassroots governance.The second chapter is about the influencing factors of the role positioning of urban subdistrict office.Based on the above information,the influencing factors of the organizational behavior of urban subdistrict office are extracted,while the analysis framework of the role positioning for urban subdistrict office is constructed.The practical problems faced by sub-district offices in different regions have some commonalities,affected by similar factors.The third chapter is the comparison of the governance modes of G urban sub-district offices and X sub-district offices in Benxi City,Liaoning Province.It includes the basic situation of G sub-district offices and X sub-district offices,the introduction of the performance evaluation scheme of M sub-district offices,the summary of the role positioning of G sub-district offices and X sub-district offices,the governance problems faced by G sub-district offices and X sub-district offices and the analysis of the causes.The fourth chapter is based on the two cases mentioned above,carries out the role positioning analysis of the street office,including the task objectives of the street office and the role positioning mode analysis of the street office.The fifth chapter is about the suggestion of the reform path of urban subdistrict office.It concludes suggestions from five aspects: the power and responsibility of the subdistrict office,the ability of public service,the optimization of policy norms,the promotion of communication mechanism and resources.
