Of which it is mainly caused by three aspects with police resource: one is the waste phenomenon, one is the ineffective usage, and the other is the unfit management method.Therefore 7 key points is presented by author to optimize police allocation:First, focus on restructuring reform to provide organizational guarantee for police allocation optimization1. Streamline the chief police organs by integration of police resource, ensuring at least 10% of manpower is transferred to branches.2. Strengthen the primary branches by adding internal squadron besides "one center, two offices and four groups" in each branch, and clearly define each department’s duty.3. Specialize related police classification in order to fulfill the seamless connection with higher-lever business department.4. Solidify each security area by combing small one to big one with more than five police and more than three subnets established, so as to advance police forward.Second, implement the method of "Improving police by science", so as to provide technology guarantee to police allocation optimization1.
