Is There A Proximity Effect In The Diffusion Of Policy Innovation?

Policy innovation diffusion refers to the process of disseminating and ultimately adopting innovation policies through specific intergovernmental channels.It is of great academic and practical significance to strengthen the in-depth study of policy innovation diffusion.However,at present,scholars in various countries still have different opinions on the existence of proximity effect,which is an important issue in the study of policy innovation diffusion.Therefore,whether there is proximity effect in the process of policy innovation diffusion needs further discussion.On the one hand,this will help us deepen our understanding of the diffusion law of policy innovation,on the other hand,it will also provide enlightenment for policy promotion in practice.Therefore,this paper takes "whether there is proximity effect in the diffusion of policy innovation" as the topic,chooses the motivation system of the three social organizations as a case,explores the answer to this question,and provides policy suggestions for practitioners.Firstly,by referring to the research of foreign scholars on the framework of policy innovation diffusion analysis,this paper analyses several foreign models of centralized policy innovation diffusion,such as communication model,internal decision model and state government innovation diffusion model.Combining with the actual situation and policy environment faced by domestic policy innovation diffusion,this paper constructs a diffusion model and analysis framework of policy innovation suitable for China's national conditions.Rack.In the analysis framework,this paper argues that motivation,resource/barrier and external factors affect the diffusion of policy innovation in prefecture-level cities in China.Secondly,this paper analyses and summarizes the current situation of the diffusion of the mechanism of " three-society linkage " in prefecture-level cities in China.Firstly,the mechanism was formally adopted in Nanjing,Jiangsu Province,as early as in 2011,and then gradually spread to the whole country.During the observation period from 2011 to December 31,2017,191 of 293 prefecture-level cities in China adopted the mechanism,and in the process of proliferation,the central and local governments issued official documents to support its adoption.Secondly,the diffusion of the three social linkage mechanism in prefecture-level cities in China shows typical "S" type diffusion curve characteristics in time,regional differences and regional agglomeration in space,and generally presents the phenomenon of diffusion from the eastern coastal areas to the western inland areas,and then to the northwest and northeast areas.Thirdly,because the impact of some data is lagging behind,this paper uses the event history analysis method to analyze the panel data of prefecture-level cities from 2010 to 2017,and explores the influencing factors of the diffusion of the mechanism.According to the above-mentioned framework,neighboring governments are selected as independent variables,motivation factors,resource/barrier factors and other external factors are selected as control variables for analysis.Statistical analysis results show that the neighboring governments adopt seven hypotheses: proportion,resident population size,economic development level,publication of academic papers on the mechanism of regional three social cooperatives association,provincial pressure,policy pilot and subordinate governments induce.Support has a significant impact on the diffusion of the three-society linkage mechanism in prefecture-level cities in China.Whether the adjacent governments adopt it or not,and the number,financial resources,the regional location of prefecture-level cities and the pressure of the central government have no significant impact on the diffusion of the three-society linkage mechanism in prefecture-level cities in China.Finally,this paper argues that neighboring cities in China's policy innovation diffusion process have important influences,but this kind of impact requires more detailed analysis.There is a proximity effect in the structure,that is,this effect will not really occur until a certain number,especially a large proportion,of the adjacent areas that have adopted policy innovation.Based on this feature,this paper puts forward some suggestions for promoting the diffusion of policy innovation: first,construct a platform for policy exchanges between prefecture-level municipal governments,and broaden channels for information dissemination;Second,we should establish a mechanism to encourage local governments to learn from each other and build a competition mechanism for resource allocation;Third is to promote the transformation of the thinking mode of government officials,and to pay attention to the influence of neighboring cities in multiple dimensions;Fourth,we should build an incentive mechanism to improve the innovation rate of local governments;Fifth,continue to strengthen the pilot work of the policy to promote diffusion.
