Research On Fault-tolerance And Error-correction Mechanism Of Clearance Reform Of Changsha Customs

On March 5,2016,Prime Minister Li Keqiang first put forward a " Improve fault-tolerance and error-correcting mechanisms" when he made a report on government work.Once the concept was proposed,it quickly aroused heated debate in the academic circles.Local governments have also issued relevant systems for fault tolerance and error correction.As a goods import and export management agency,Customs actively carries out customs clearance reforms in order to adapt to the rapid increase in the volume of imports and exports.However,with the increasing accountability for accountability,the idea of "doing more makes more mistakes while doing nothing make no mistakes" has spread to a certain externt,affecting the implementation of customs clearance reform at the grassroots level.To solve this situation,this paper explores the establishment of a set of feasible fault-tolerance and error-correcting mechanisms in the field of customs clearance reform to protect the enthusiasm of cadres to participate in customs clearance reforms.To study the fault-tolerance and error-correcting mechanism,we must first clarify what is the fault of the government.Therefore,on the one hand,this article begins with the theory of responsible government and demonstrates that the government should bear the responsibility for its fault,and fault tolerance is only a special case of fault exemption;on the other hand,according to the theory of rational limitations,it is inevitable that the government's administrative behavior commit errors.After the theoretical analysis,we learned from the ancient Chinese "white collar" system,the United States,France and British administrative exemption system,and the experience of local governments in recent years to explore fault-tolerance and error-correcting mechanisms,summed up experiences and lessons learned,and learned from mature practices to form basic ideas.Then,in light of the actual situation of customs clearance reform,the feasibility of establishing a fault-tolerance and error-correcting mechanism for customs clearance reform at Changsha Customs was analyzed from the perspectives of institutional foundation and public opinion foundation.Finally,according to the design plan,the system prototype of the fault-tolerant and error-correcting mechanism for Changsha customs clearance reform was drafted,including the basic conditions and principles,the scope of the impunity,the adjudicating department,the fault-tolerance procedure and the processing time limit.
