At present,China’s reform and opening up has entered a critical stage,the cause of socialism with Chinese characteristics has entered a new era,the cause of reform is in urgent need of improvement,and reform will be risky,innovation will inevitably make mistakes.After the Eighteenth National Congress of the CPC,the CPC Central Committee made a strategic decision to strictly govern the Party in an all-round way,and the political ecology within the Party has improved markedly.However,in reality,some cadres are afraid of making mistakes in their work and are unwilling to do so.Under this background,the CPC Central Committee proposes to establish and improve the mechanism of cadres’error tolerance and correction.Fault-tolerant and error-correcting mechanism,as an incentive means,can effectively play and stimulate the initiative of cadres to start their own businesses,and can better support and encourage cadres to reform and innovate more boldly.It is of great significance to improve the national governance system and modernization of governance capacity.This study explores the origin,concept,connotation and necessity of the establishment of cadres’fault-tolerant and corrective mechanism.By using literature analysis and comparative analysis,it combs the current situation and local practice of cadres’ fault-tolerant and corrective mechanism through collecting and learning the nonnative documents issued by the central government and provinces(autonomous regions and municipalities directly under the Central Government)on the methods and opinions of cadres’fault-tolerant and corrective mechanism.This paper analyses the difficulties existing in the construction and implementation of the fault-tolerant and corrective mechanism for cadres at present,which include the inconsistency of public opinion,the ambiguity of the scope of the fault-tolerant subject,the disconnection between policy objectives and practice,the emphasis on fault-tolerant and the neglect of error-corrective mechanism,and the imperfection of the supervisory mechanism for the fault-tolerant process.On this basis,using the reinforcement theory,Maslow’s hierarchy of needs theory,human behavioral psychology theory and so on,this paper puts forward some countermeasures and suggestions to optimize the mechanism of cadres’fault-tolerance and correction in view of the existing dilemma:scientific and rational understanding of fault-tolerance,establishing the correct concept of fault-tolerance and correction;defining the main body of fault-tolerance,scientifically defining the scope of fault-tolerance;strengthening the top-level design of the system,and improving the applicab Five aspects include the combination of fault tolerance and error correction,the improvement of cadre incentive mechanism,the strengthening of fault tolerance process supervision and the enhancement of transparency and credibility.Based on the analysis of the connotation and mechanism of fault-tolerant and error-correcting mechanism,this study makes a positive and systematic study on the construction and improvement of fault-tolerant and error-correcting mechanism from the theoretical level,which provides a useful reference for the construction and improvement of cadres’fault-tolerant and error-correcting mechanism.
