At present,the scientism of scientific research in domestic policy is prevalent,and the research methods tend to be quantitative and technical,with a tendency to despise and even ignore the research of policy science.Therefore,it is of great practical significance to carry out research on the history of policy science in a timely manner.The construction of public policy issues is an important part of the policy process and a key research object of policy science.Studying the construction of public policy issues has an important foundational and constructive role in enriching and broadening the research connotation and vision of policy science.This paper chooses John Dewey’s thoughts on the construction of public policy issues as the research content.On the basis of systematically combing the connotation and logic of Dewey’s thoughts,this paper extracts the ideas of public policy issues scattered in Dewey’s multiple works,conducts the research of contextualization and organization,and summarizes the evolution of Dewey’s public policy construction ideas.Internal structure and academic contributions.The "evolution process" mainly studies the background of the emergence and development of Dewey’s thoughts,that is,the study of the process of changing the thoughts of Dewey’s policy issues.Based on the analysis of historical events such as the progressive movement in the background of the era,the Great Depression,and the Second World War,it is concluded that the construction of Dewey’s policy issues has experienced three stages: the germination period,the fruitful period and the maturity period.The research shows that the thought of Dewey’s policy construction is extremely dynamic,that is,the two-way interaction process between theoretical construction and realistic care.The "intrinsic structure" is mainly divided into two aspects: the level of policy issues and the method of constructing problems.At the level of construction,Dewey’s public policy issues include four different levels of issues,namely philosophical,political,educational,and school system issues,presenting abstractions from concrete to concrete,from macro to micro.In terms of construction methods,Dewey’s public policy issues are constructed in four different ways,namely problem understanding,problem focus,problem conversion and problem clarification,and reflect the relationship between the four different levels of problems.The four problems are embedded in the four methods,which together constitute the main content of Dewey’s public policy construction ideas."Academic Contribution" mainly explores the influence of the inherent elements of skeptical rationality,situationalism,participatory democracy,and educational thoughts on the policy science in the construction of Dewey’s policy issues,and proves Dewey’s policy science.Outstanding contributions from origin,turn and development.Through systematic research on these three parts,we have better grasped the spiritual essence of Dewey’s public policy construction thoughts,fully explored the academic value of Dewey’s public policy construction ideas,and filled the "dewey of Dewey" in the field of domestic policy science research.blank.
