In general,contract governance of government purchasing services from quasi-official social organizations can be divided into formal governance and relational governance.Formal governance is governance based on formal contracts.Relational governance is based on relational contracts.There are differences in governance foundation,inter-organizational trust,the degree of embedding of government and social organizations,and operating mechanisms.At present,government departments and many scholars in academia have emphasized the important role of formal contracts in improving the efficiency and quality of government purchasing services.For civil society organizations,it is easier to implement formal governance based on fairness,openness and transparency.Because of its special background and political resource advantages,the quasi-official social organizations make it difficult for contract governance to get rid of the inertia of relationship governance.In response to the question of whether the government's contractual governance mechanism for the purchasing services from quasi-official social organizations should be formal governance or relational governance,there is a dispute between the "replacement theory" and "complementarity theory" in academia.However,this study suggests that it is unrealistic to simply emphasize formal governance or relational governance.They are not simply a substitute or complementary relationship.The contract governance mechanism for the government to purchase the services from quasi-official social organizations should be the synergy governance of formal governance and relational governance.What is the contract governance mechanism for the government to purchase the services from quasi-official social organizations at this stage?This study selects Federation of NGOs of G Province as the object of observation.It is a large and typical quasi-official social organization in G Province.This study analyzes the contract governance mechanism in the process of government purchasing services from it from three stages:project preparation,project operation and project acceptance.Based on theoretical discussion and case analysis,this study confirms the author's theoretical point of view:The contract governance mechanism in the process of thegovernment purchasing services from quasi-official social organizations is the synergy governance of formal governance and relational governance.Firstly,the alternative and complementary relationships of formal governance and relational governance can exist simultaneously.Secondly,formal governance and relational governance are not static,but can be converted according to the actual needs of the project.The transformation of the contract governance mechanism can be promoted by the government or quasi-official social organizations.Finally,the author make corresponding suggestions based on the problems found in the study: coordination between formal governance and relational governance;degree of embedding of government and quasi-official social organizations.
