Study On Optimizing The Route Of Shijiazhuang Government's Purchase Of Aged Home Care Services

With the increasing number of elderly people,China's population is aging,and the attention of the community to the elderly and aging issues continues to rise.Under the background of a large-scale and rapidly developing aging society,the characteristics of empty nesting,aging,and disability of the elderly population have become increasingly prominent,and more diversified requirements have been put forward for the aged care service.With the weakening of family pension function,the slow development of community pension,and the lack of institutional pension resources,the government's model of purchasing home-based care services came into being.This is the construction of a service-oriented government and the realization of "small government,big society" in China's administrative system reform.The requirements fulfilled the government's public service functions and met the actual needs of an aging society.China's "13th Five-Year Plan" proposes to "build a multi-level home care service system based on home-based pension,community-based,and institutional supplements." The government's purchase of home-based care services has been extended to all parts of the country because of China's national conditions.In 2014,Shijiazhuang City formulated the relevant policies for the government to purchase home-based care services according to the guiding ideology,and began active trials and explorations of this work,and established a pension system in which the government and social forces cooperate to provide services for the elderly.This paper uses the literature research method,interview method and comparative analysis method to investigate the current situation of Shijiazhuang municipal government's purchase of home-based care services,and finds the problems that need to be solved,combined with the successful experience of other city governments in purchasing home-based care services.Optimizing the Shijiazhuang Municipal Government to purchase home-based care services has put forward some countermeasures and suggestions.The main content of this paper is divided into four parts:The first part introduces the related concepts and theoretical basis of the topic of this thesis.Through the aging of the population,home care services,government procurement ofpublic services to deepen the understanding of the concept;the welfare pluralism theory,public product theory and government function theory as a foundation,laid the theoretical foundation for this article.The second part introduces the Shijiazhuang Municipal Government's purchase of home-based care services.After interviewing the responsible persons and reviewing the policy materials,the author analyzes the current situation of the Shijiazhuang municipal government's purchase of home-based care services,and finds that although the government has introduced relevant policies,formed relevant mechanisms,and standardized business processes,there are still some such as The policy covers narrower regions and populations,lack of cooperation among government departments,deviations in policy formulation and implementation,insufficient financial input and low efficiency,inadequate supervision and evaluation system,service provider management needs to be improved,and service demand side demand not satisfied.The problem makes the Shijiazhuang Municipal Government's work of purchasing home care services to a certain extent not effective.In the third part,three typical cities in Beijing,Shanghai and Nanjing are selected as examples for analysis.Through the introduction of the experience of the three city governments in purchasing home care services,the long-term care insurance system and the inspection visit system are considered.The old-age service industry credit system,“reward for awards ”,disability services,emergency call services and other related work can be combined with the current situation of Shijiazhuang City,thus providing effective experience for the optimization of the Shijiazhuang Municipal Government's pension work.In the last part,the Shijiazhuang Municipal Government's own problems in purchasing home care services and the experience of other urban cases are summarized,and the optimization path of Shijiazhuang City Government's purchase of home care services is discussed.It is proposed to expand the scope of purchase,strengthen the cooperation of government departments,improve the implementation of relevant policies,increase financial input and regulate the use of funds,establish a sound supervision and evaluation system,guide social forces to participate in service provision,and refine the content of services.It is expected to be the city of Shijiazhuang.The government's purchase of aged care services has added strength to the development and improvement of its work.
