Research On Government Regulation Of PPP Model In Infrastructure Field

As an innovative model for the supply of public goods and public services,the PPP model has been extensively advocated in many countries in recent years.Since the Third Plenary Session of the 18 th CPC Central Committee,China has witnessed the rapid development of the PPP model along with an annually growing project number and investment volume.Infrastructure construction is one of the most important responsibilities of the modern government.Introducing the PPP model to the field of infrastructure construction is conducive to alleviating local financial difficulties in China,enhancing the supply efficiency of public goods and services,and conforming to the requirements of supply-side reform and cooperative governance in the new era of China.However,the development of PPP model remains in its infancy,with much less theoretical and practical experience compared to the developed countries.Therefore,numerous problems emerged during the application in China.In order to better protect the public interests and advance the sustainable development of the PPP model in China,it is necessary to optimize the current government supervision mechanism for the PPP model.In this paper,the related concepts involved were firstly defined,the theoretical basis of the government supervision on the PPP model was analyzed,and the government’s role in the PPP model was classified into market role,policy supply role,and supervision role.Chapter Three analyzed the legal environment,the major supervision subject and the supervision content of the government supervision on the PPP project in China’s infrastructure field.It was found that the government supervision on the PPP model in China mainly displayed the problems like misplacement of government’s roles,lack of social supervision and independent third-party supervision,imperfect system construction,absence of scientific performance evaluation system on supervision and decentralization of supervision subjects.Chapter Four summarized the advanced experience in government supervision on the PPP model in other countries based on the analysis of relevant cases.Finally,suggestions for government supervision on the PPP model in China were presented from three aspects: the optimization of the supervision environment,the optimization of the supervision structure and the enhancement of the transparency and professionalism of government supervision.
