The Problem And The Innovation Researchment In The Government Regulation Model Of The Food Safety Supervision

The food safety is the immediate factor for the health safety of the public,and the important factor for the social harmony and stability and the prestige of the government.In recent years,the Custodial Model of the food safety supervision has been changed.However with the frequent occurrence of food safety incidents such as toxic milk powder,gutter oil and lean meat extract,there are still many problems in the government regulation mode of food safety.Consequently research on government regulation mode of food safety in China has became a very important public management subject.Based on the theory of Holistic Governance in public administration,this article takes China's food safety government supervision mode as the research object,the theoretical basis of government regulation mode for food safety is expounded.Under the framework of analysis the basics of Model of the food safety supervision,this article has analysied the existing problem of the Custodial Model in our the food safety supervision from the internal organizational structure,information supervision mode,running mode,supervision mode,and Social participation model.On this basis,this article searches the reasons for the problem of the Government regulation model in the food safety supervision from the management pattern dilemma of the power struggle,the benefit conflict,the role conflict,the conflict between purpose and means,a contradiction with the inaction.Ultimately starting from the vision of the holistic governance theory of public management,combined the actual situation of our country with the experience from the regulatory model of developed countries,this article innovatives strategies for government regulation of food safety in China from the internal organizational structure,information system,the operation specification,the supervision system,and the social participation.
