Study On The Modernization Of Urban Governance System And Governance Capability

Under the background that the scale of urbanization is expanding,demand for various public services is growing rapidly,the interests of stakeholders in the city becomes more and more pluralistic,urban social life is more complex and changeable,modernization of urban governance becomes the foundation of modernization of national governance,which is the main way to solve current urban problems and social contradictions as well as the intrinsic need to promote urban and social development.This paper analyzes the theoretical basis of city governance at first.Then clarify the connotation of urban governance system and urban governance capability,and put forward the standard and evaluation index system of modernization of urban governance system and capability.This paper also analyzes the present situation of the system and capability of Chengdu's urban governance,and then determine its urban governance conditions,combining with the indicators about modernization of governance.Next,this paper systematically discusses the practical experience of urban governance in developed areas at here and abroad in order to conclude the countermeasures and means that are valuable and referential for Chengdu,with a expectation to improve the modernization level of Chengdu's urban governance system and governance capability.Based on the evaluation index system,this paper evaluates the modernization of urban governance in Chengdu.It is found that such problems as monopoly of government power,inadequate public participation,slow development of social organizations,lack of perfect integration mechanism,and lag in governance technology,etc.From this,this paper put forward the train of thought,including legalization,democratization and technicalization,which seems as a more modern governance way.Measures that transforming the functions of the city government,mobilizing the participation enthusiasm of multi-governance subjects,improving the mechanism of social autonomy at the grass-roots level,and making use of scientific and technological means to give a special treatment for the urban disease may finally promote the modernization of urban governance system and governance capability.
