| Coast radio station is one of the important components of national public communications and traffic-specific communications.It undertakes the task of water distress and safety communications,safety information dissemination and ship-shore public communications in the area,and plays an important role in the development of maritime safety communications and shipping economy in China.In recent years,with the rapid development of modern communication technologies and the implementation of national maritime power strategy,the contradiction between the backward communication system of coast radio stations and the safety of navigational safety and the needs of public for communications has become increasingly prominent,and the capability of maritime communication services needs to be improved.In response to the highly efficient requirements for the development of shipping economy and ship traffic management,the International Maritime Organization(IMO)has proposed the "e-Navigation" strategy based on electronic navigation and data communication,which has provided a new development direction and historical opportunity for the development of coast radio station.Under the background of international e-navigation,the main research is as follows:Firstly,this thesis describes the development process of e-Navigation,the demand for service-based maritime construction,and the development of coast station business in detail.Secondly,this thesis summarizes and analyzes the current status of the public service capacity of coast radio stations.Thirdly,this thesis constructs an evaluation model for coast radios and assessing the public service capabilities of coast radio,the study found that there are deficiencies in the public services of coast radio.The concrete manifestations are as follows the limited business capability,the relatively backward infrastructure,the irrational personnel structure,the incomplete evaluation system,and the international perspective needs to be strengthened.Finally,based on the existing deficiencies,combined with the advanced theories and practices of foreign maritime agencies,using the new public service theory to explore ways to upgrade the public service capabilities of coast radio,and put forward corresponding countermeasures and suggestions. |
