Research On Countermeasures To Improve Maritime Safety Informatization Service Level

By using documentary investigation, case analysis, contrast analytical demonstration and combining practice with theory, this paper probe further into the current situation of China’s marine informationization service. Also, methods of comparison, analysis and reference to those advanced theory and experienced practice are adopted to identify the existed problems on the marine informationization service. Relevant reasons and measures on improving its level will be involved as well.Following problems are exposed after a deeper research is made. Firstly, the present marine informationization service lacks legal guarantee and recognition; the internal marine departments involve various but independent systematic information businesses, which can’t be shared among all the business,departments and regions. Secondly, the marine information resources can’t be explored effectively, causing "isolated island" and "department barrier". Thirdly, software business information system and hardware equipment suffer repeated development and construction, resulting serious resource waste. Also, fail to give clear classification on the marine information and lack awareness to provide informationization service. Last but not least, the incomplete functions and its small coverage can’t satisfy the requirements arising from the external (society, enterprise, public) and internal marine staff.The paper illustrates the reasons from the perspective of interest conflict on marine information resource co-sharing, marine service idea, legal system, performance evaluation and relevant mechanical system. Based on our national condition and referred to those countries entitling higher level, six corresponding suggestions are as follows:1) strengthen the awareness of marine informationization service; 2) improve our marine informationization service legal system;3) consolidate the marine information resource; 4) complete the "standardization" top design on marine informationization service; 5) establish and consolidate the guarantee mechanism on marine informationization service;6) make efforts to support marine informationization service.Not only will the research make a positive instruction on China’s marine informationization service construction and its service level, but also it will meet the urgent needs and raise their sense of satisfaction, both from the external and internal marine management organizations.
