Study On Tactics Of Promoting Public Service Capability Of Navigational Guarantee Communication In Tianjin Communication Center

Navigation guarantee communication,which provides services to the society on maritime distress,maritime safety information and routine communication guarantee,plays an important role in guaranteeing our country's marine sovereignty,serving the ship's safe navigation,and helping the regional economic development.In the background of implementation of 21st-Century Maritime Silk Road and Arctic route initiative,the importance of safeguarding maritime rights and interests has become increasingly prominent.The department of maritime guarantee communication should take the initiative to undertake the task of communication support,and make effort to enhance the ability of navigation and communications public service.Tianjin port will be an important port to promote the implementation of the Belt and Road initiative.With the increasing concentration of marine activities and ship flow,the maritime navigation will face greater safety pressure.The timeliness and accuracy of navigation guarantee communication is of great significance to maritime traffic safety.This thesis has used several research methods,such as literature research,investigation and comparative analysis.First of all,the thesis analyzed and summarized the current situation of the research on the public service capability of navigation guarantee communication.Secondly,the public service status,in Tianjin Communication Center,was analyzed from five aspects,including the implementation and research of international convention,institution establishment,communication infrastructure,communication public service and work-team construction,and the existing problems are summarized.By comparing the US Coast Guard,the Japan Coast Guard,the Yangtze River Water Safety Information Station in the practice of maritime security communications public services.Some useful inspirations have been obtained in the aspects of innovating service products,expanding information sources,strengthening trade exchanges and enhancing the construction of innovative ability.Finally,by drawing the lessons from the advanced experience of countries and regions at home and abroad,this thesis put forward the relevant tactics of improving the public service ability of maritime security in Tianjin Communication Center,and established the evaluation factor and model of public service evaluation of maritime security to realize the evaluation of public service level.
