Research On The Path Of Urban Community Self-governance From The Perspective Of Empowerment

With the disintegration of China's unit system and the shift of unit functions,the community has gradually moved from the edge of grassroots society to the center,becoming a platform for refactoring the social management system and resolving grassroots social contradictions.Strengthening community building and effective governance of the community have become major issues facing the times.Under the influence of governance concepts,achieving community Self-governance is the goal and direction of current community governance innovation practice.China's community Self-governance has started,but the process is slow,residents' sense of Self-governance is weak,social forces have been slow to develop and administrative dependence is serious.Empowerment is an important concept of social work profession.The core of empowerment is to stimulate individual or collective Self-governance,and enhance their confidence and ability to face difficulties and solve problems in the process of participation.Practice has proved that the weak sense of Self-governance of social subjects and the relative lack of Self-governance are the main reasons restricting community Self-governance in China.Government empowerment is an effective way to promote the Self-governance process.Based on the theory of empowerment theory,this paper takes the autonomous practice of G Street D Community in Foshan as the research object,and collects data by using symposium,in-depth interview method,observation method and case study method in qualitative research.This paper focuses on the reasons for empowerment,the way of empowerment,and the outcome of empowerment in the process of community Self-governance.In the research content,this paper examines the main dilemmas and feasible ways of community Self-governance at the present stage,analyzes some innovative ideas and methods for solving the multi-subject coordination problem and promoting community Self-governance in D community,and considers the effective path of community self-management,self-service and self-education.At the same time,it explores the interaction between government administrative forces and community social forces and the process of cooperation in the process of Self-governance,and then clarifies the internal mechanism and realization process of community Self-governance.The study finds that the top-down empowerment of government entities combined with the bottom-up broad participation of social forces is an effective way to promote community Self-governance.The power of Self-governance stems from government empowerment.The government changes the concept and method of administrative work,perfects the Self-governance system,broadens the autonomous space,stimulates the public awareness and Self-governance of community residents.The government is committed to transforming serviced persons into service providers.At the same time,innovate community education,strengthen the training of community workers and community social organizations,enhance the participation ability of the governance body and the effectiveness of consultation and Self-governance,and promote the stable development of community Self-governance.
