Research On R&D Talent Environment From The Perspective Of Public Administration

Nowadays,international competition is centered on science and technology.Innovation drive is the fundamental way of science and technology development.As an important part of science and technology innovation talents,R&D talents play a key role in innovation-driven development strategy.A good R&D environment can enhance the attraction of R&D talents.As the core subject of public administration,the government is responsible for improving the environment of R&D talents in Chongqing and promoting regional innovation ability.The government should be in line with international standards in terms of management mode,mechanism and functions,accelerate the internationalization of agency services,and optimize the R&D talent environment through policy support,market promotion and institutional mechanism integration.In order to optimize the R&D talent environment in Chongqing and improve regional innovation ability,this paper constructs a R&D talent environment index system with 26 factors.Using questionnaire sample data,correlation analysis method and multiple regression method,this paper measures 10 main influencing factors of R&D talent environment.Mean difference method is used to analyze the current situation of these 10 factors,and the R&D talent environment in Chongqing is obtained.Six main factors that need to be improved urgently are: basic research R&D personnel's full-time equivalence,internal expenditure of high-tech industry funds,proportion of employment personnel with college degree or above,achievement transformation institutions and financial support,talent introduction policies and innovation incentive policies.Finally,based on the perspective of public administration,the reasons for these factors and countermeasures are analyzed,and the countermeasures are put forward in the aspects of “administrative balance”,“administrative support”,“administrative survice”,“administrative guidance”,“administrative policy”.
