The Influence Of Institutional Environment And Social Capital On Community Social Organizational Effectiveness And Its Mechanism

Social organization is an important force in China's modernization drive and an important part of social governance.It plays an irreplaceable role in promoting social cooperation and innovating social governance.As one of key social organizations,the limited function of community social organizations reflects the complexity and limitations of the entire external environment.Generally,the academic circles only pay attention to the arrangement of the government system,and consider that once the government control is eliminated and a more relaxed formal system environment is developed,most of the Chinese social organizations' problems will be solved.However,these studies on the interpretation of the nature of social organization Chinese formal institutional environment is the holistic and structural determinism oriented,less concerned about social organizations in the field of macroeconomic policy in the specific implementation of the micro level of fragmentation.Moreover,the external environment of community social organizations is more complex than ordinary social organizations,and the community rooted in community organizations is not only the nerve ending of government administration,but also the grass-roots community.In addition to the formal institutional environment,informal factors such as social capital,culture,values and ideologies embedded in society can also influence the effectiveness of community organizations.If the current community social organizations can play a more comprehensive role in the context of national governance transformation,we need to investigate the development conditions of community social organizations,explore the impact of their effective mechanisms.Based on the new institutionalism and resource dependence theory,this paper takes a more comprehensive and multi-level perspective,focuses on the"institutional environment,social capital,organizational ability,organizational effectiveness"design.The institutional environment is divided into two dimensions of the support degree and the indirect degree,social capital is divided into two dimensions of the government and social level,organizational ability is divided into three dimensions of the resource acquisition,decision-making and executive ability.This paper will analyse the characteristics of capital in the governmentand social level,the tensionsof the power intervention and community autonomy,support and control,system pressure and strategy,response to the governmentand thecitizens demand,propose the analytical framework and six hypotheses.The construction of multi case study and empirical research show that there are positive correlations of the institutional environment and organizational effectiveness,social capital and organizational effectiveness,institutional environment and organizational ability,social capital andorganizational ability;organizational ability and organizational effectiveness.Organizational capability plays an intermediary role between institutional environment,social capital and the organizational effectiveness.Institutional environment and social capital not only indirectly influence organizational effectiveness through organizational capabilities,but also directly affect the effectiveness of the organization.Therefore,based on the effects of the institutional environment,social capital to the organizational capability and organizational effectiveness,this paper put forward to establish the ecological development system,respect the community social organizations' subject position in the community governance,guarantee the benign operation of community social organizations,optimize the institutional environment.Due to the weakness of community social organizations,the change is only due to self adjustment of government,but not enough.The relationship between state and society is still at a stage of development,and has not yet reached the state of mutual empowerment between the state and society.In the future,with the further development of community social organizations,they can develop together in mutual empowerment.
