The construction of socialism with Chinese characteristics is inseparable from the support of high-quality teams,which is also the basis for promoting stable and sustainable development in China.Since the 18 th National Congress,China has carried out the construction of talented cadres as an important task.General Secretary Xi Jinping also attaches great importance to it.In order to solve the various problems faced in the construction of cadres,explore the development path of socialist construction.Regarding China's current complicated world situation,national conditions and party sentiments,Xi Jinping encourages innovation and development,and strives to adapt to the development of the times.He is far-sighted and puts forward his own new views for the construction of cadres in the new era with the overall thinking,and builds a development that conforms to the times.Excellent cadres indicate the way forward.However,in view of the fact that the current national institutional setup needs to be improved,and some staff members are lacking,the quality and efficiency of the overall administrative services are not good enough.The sub-district offices are the agencies of the district government.They are connected to the grassroots and are the government units that go deep into the grassroots.However,at present in the important period of economic construction,governments at all levels have taken the performance of economic development very seriously,and therefore neglected the organization management and staffing.The human resources management disorder is widespread within the street office organizations.In the situation,many trainings are empty and have no real and effective content.The internal cadres are not motivated and the organizational goals are not clear.The reasons for this phenomenon are as follows.Under the traditional administrative management concept,the office does not pay much attention to internal cadre management,the organization is unreasonable,the job responsibilities are not clearly defined,there are mutual shirking,the overall work enthusiasm is not high,and the efficiency is low.The training system is not fully constructed,and the office public staff lacks an ascending channel.Government departments should be aware that human resource management is an inevitable choice to improve organizational efficiency.The improvement of organizational efficiency also means that the government's various management functions are more effective.Emphasis on organizational management,human management,especially the management,promotion and deployment of human resources is essential,they can effectively improve the vitality,innovation and cohesion of the organization,and promote the sound operation.This article selects the D Street Office in Y District of Chongqing.The first is to contact the work content of the writer to collect information and understand the situation.At the same time,I also fully understand China's current policies on the management of grassroots civil servants,and have a personal understanding of the operation of the grassroots government organization structure,which can more deeply interpret linear policies and give better play to grassroots flexibility.Secondly,the D Street Office is located in the downtown area and is adjacent to many Chongqing main urban areas with convenient transportation.In March 1995,Chongqing Municipality carried out administrative division adjustment,and D Street Office was transferred from the former Shapingba District to Yuzhong District.Due to historical reasons,the street office is a typical urban-rural junction.By 2007,the rural-to-agricultural work in the region was completed.The problems left over from history are numerous and complex,and they have the characteristics of urban and rural areas and are representative.Therefore,this paper selects the street office as the research object,analyzes its problems in personnel management,and conducts research on how to implement the scientific human capital management mode in the street office according to relevant theories.
