Abstract/Summary:
The "Run one time at most" reform proposed in Zhejiang in December 2016 is an important foundation and breakthrough for comprehensively deepening reform and transforming government functions.In August 2018,the office of human resources and social security in Ouhai district of Wenzhou was determined to be the pilot zone for deepening the reform of "Run one time at most" and the "Run one time at most" of the whole process of human social security system in the whole province.However,in the reform process,the office of human resources and social security in Ouhai district still has problems such as lack of overall planning,insufficient grassroots acceptance ability,urgent need to strengthen the construction of grassroots service staff,insufficient use of informatization means,and insufficient supervision during and after the event.On the road to reform the administrative approval system,the office of human resources and social security in Ouhai district still has a long way to go.Based on the comprehensive analysis of the achievements of the reformation home and abroad,the application of the theories of service-type government,as well as the methods of literature rethink and case renew,this paper analyzes the problems nowadays and causes of the reformation in the office of human resources and social security in Ouhai district of Wenzhou city based on the status and effect of the reform of the "Run one time at most",and compares and draws on the practical experience of Keqiao district of Shaoxing city,Lishui and Pingyang of Wenzhou city.This paper makes some feasible suggestions for the reform of the "Run one time at most" in the office of human resources and social security in Ouhai district,such as improving the theoretical system and legal construction of the reform system,promoting the extension of human resources and social security business to the very base level,improving the quality of basic personnel service,giving play to the advantages of e-government,and improving the supervision mechanism of administrative approval,and probes into the development trend of further deepening the reformation of the system of "no more than once" in Ouhai district.
