With the rapid development of science and technology,"Internet +" has been integrated into all aspects of human life.Knowledge and ability have an increasing impact on economy,and human resources have become the core resource in organizations.Gray income along with the advancement of anti-corruption,civil servants and invisible benefits largely disappeared,at the same time,the general requirements of the party central committee put forward to strengthen the construction of cadres,and promote institutional reform,the government department leaner,fewer positions,rising space more narrow,and the original personnel management system has shortcomings,talent development and the contradiction between the existing system is more and more obvious,civil servants departure to more and more strong,personnel management is facing new challenges,the government department of human resource management system reform is imminent.In order to build a service-oriented government,improve government credibility,more efficient and reasonable scientifically manage tax officials at the grass-roots level,this paper introduce the concept of "digital personnel" to the IRS at the grass-roots level of human resource management field,at the same time,taking a grass-roots IRS A city as the research object,take the literature research,case analysis,questionnaire investigation and other methods to carry out the study,the internal revenue service human resources management present situation analysis,combining with the "digital personnel" grassroots IRS in A city based on the specific application of in-depth sample unit management status of human resource management and put forward the existing problems,and to analyze the causes of the problem.Finally,the article is based on "digital personnel",combining with the characteristics of A municipal bureau of human resources management at the grass-roots level,put forward the optimization of the civil service appointment of selecting and appointing mechanism,perfecting the tax personnel training,strengthening the job performance evaluation,promotion salary,welfare incentive and relevant countermeasures,so as to realize the IRS at the grass-roots level improved the level of human resource management,to improve the efficiency of working for the government to lay the foundation.This paper is divided into five parts to elaborate: the first chapter is the introduction,mainly introducing the research background,research significance,research methods,research framework and innovation points,etc.The research methods used in this paper mainly include literature research,interview research and questionnaire survey.Chapter two is a theoretical review,which introduces the theoretical literature involved in this study,including the definition of human resource management,human resource managementfunctions of government departments,human resource management related research of government departments and relevant research review of "digital personnel".Chapter 3 A primary tax bureau human resource management current situation investigation.Through interview research and questionnaire survey,the basic situation of human resource management and the specific practice of "digital personnel" in the sample unit were collected.Chapter four,based on the data collected in chapter three,discusses the existing problems and causes of human resource management in sample units from five aspects:human resource planning,training and development,recruitment and appointment,performance management and salary management.The fifth chapter is based on "digital personnel" A city grassroots IRS human resource management improvement countermeasures.Through analysis and research,aiming at the existing problems,combining the reality of A municipal bureau of human resources management at the grass-roots level,based on "digital personnel" under the background of staff recruitment,training and development,performance evaluation,compensation management,and other aspects of human resource management to promote countermeasures,with the help of a "digital personnel" system,implement the tax personnel echelon construction of information;Strive to achieve personnel and post matching,significantly improve the efficiency of tax personnel recruitment and appointment;Make full use of the growth account to lay a foundation for improving the tax personnel training system;The performance appraisal USES the data to speak,promotes the tax personnel work performance appraisal to be objective and fair;Based on the objective data,it lays a good foundation for realizing quantified salary of tax personnel.Chapter vi conclusion.Summarize the whole research process and research content,summarize the innovation of the research,and at the same time,the deficiencies of this paper and the future research direction are prospected.The research on the effective combination of "digital personnel" and the existing management system carried out in this paper will help expand the existing conclusions of the human resource management research of the grass-roots internal revenue service and enrich the research results in this field.At the same time,this study based on the reality of A municipal bureau of human resources management at the grass-roots level,closely combines the actual conditions of the grass-roots tax department staff work and the characteristic of the human resource management,for better application of "digital personnel" to the IRS at the grass-roots level so as staff appointment,job training,performance appraisal,salary incentive human resources management practice provides a certain theoretical basis and practical guidance,in order to promote the IRS at the grass-roots level to optimize human resources management has carried on the beneficialattempt.In tax collection and management system in the process of system reform,the consolidation of national tax and land tax is bound to bring a lot of staff management issues,and the application of "digital personnel" can greatly improve the work of grass-roots tax department personnel basic work efficiency and data quality,is the escort of reform smoothly,"digital personnel" in the application of the tax system at the same time,to other government departments personnel management provides reference,has certain value of application and popularization,hope in the future for the whole government department of human resources management quality,and the effect to improve work.
