| The staffing configuration is the premise and basis for the performance of the civil affairs department function,and it is related to the efficiency of civil affairs and the development of civil undertakings.With the development of economic and social undertakings,the functions of the current civil affairs departments have changed greatly from the previous ones,and the tasks and services undertaken have been continuously expanded.However,the verification of its staffing configuration has always followed the standards and basis of its inception,so that it has the hysteresis quality.It is of realistic significance to study the influencing factors and calculation model of the staffing of civil affairs departments in order to meet the requirements of the development of civil affairs work.On the basis of reviewing and combing relevant researches of domestic and foreign scholars,firstly,four first-level indicators affecting the staffing allocation of civil affairs departments are summarized and extracted:political factors(civil affairs functions and administrative divisions),economic factors(economic development and financial level),social factors(population)and geographical factors(ecologically productive area);Secondly,the above four first-level indicators are refined into quantifiable second-level indicators,and then the indicator system of staffing allocation of civil affairs departments is constructed;On the basis of referring to the functions of civil affairs departments,the specific indicators in the work report of civil affairs departments,the statistical report of social services and the statistical yearbook,as well as the interviews with the relevant principals of various departments of shenzhen civil affairs;Finally,outlines the civil affairs department personnel configuration index system,the influence factors of the system,a total of 16 indicators are:the number of low、number of medical assistance、number of temporary assistance、number of entitled persons 、total social welfare expenditure、funeralregistration number、marriage registration number 、divorce registration number、number of community service agencies and facilitiestotal number of grassroots organizations、number of administrative divisions、number of administrative divisions、number of social organizations、gdp、general public budget income、number of permanent residents and area area;Afterwards,through the collection of data on 16 indicators of the top 100 Chinese cities in terms of economic development level in2017,a sample database is established;Thirdly,by using the method of multiple linear regression analysis,a multiple linear regression prediction model with 16 indicators as independent variables and personnel number as dependent variables is established,so as to construct the model of staffing allocation in civil affairs departments.Finally,according to the model results,the staffing configuration of the civil affairs departments is mainly affected by three factors,including:gdp、general public budget income and the number of marriage registrations.On this basis,this paper applies the staffing configuration model civil affairs departments to the concrete case of shenzhen civil affairs departments,estimates the staffing requirements of shenzhen civil affairs department.Through investigation,we can know the problems existing in staffing of shenzhen civil administration department at the present stage as follows: staffing and workload mismatch,staff overload;non-staffing personnel tend to hang upside down,resulting in the invisible expansion of the civil administration team,etc.Therefore,we should adopt dynamic adjustment of staffing to reduce overload,prevent non-staffing from hanging upside down,and establish efficient and flexible non-staffing management mechanism. |
