Research On The Implementation Of Guizhou Provincial Government's Open Data Policy Based On Smith Model

The opening of government data has become an important strategy for the development of all countries in the world.Since 2009,the United States,the United Kingdom,Canada,Japan and other countries have launched their own government open data platform,and issued a series of open data policies and regulations.In China,the 13 th five-year Plan clearly proposes to implement the national big data strategy,speed up the construction of a data power,and promote the sharing of open data resources.Raising big data to the height of national strategy and promoting big data's opening up and application in an all-round way has become an important means to promote China's economic transformation and upgrading.Guizhou Province,as the first province in China to introduce the government's open data policy,there are many influencing factors in the process of policy implementation.Through the analysis of these influencing factors,We will have a more comprehensive understanding of the implementation of the open data policy in Guizhou Province,which is of great significance to improve the effect of its policy implementation,and also provide important learning and reference for the open data policy and implementation of other provinces and cities.This paper takes the government's open data policy of Guizhou Province as a case,uses literature research method and model analysis method,and uses Smith model as the main theoretical framework to analyze the implementation of open data policy.This paper probes into the open data policy of Guizhou provincial government from four dimensions: idealized policy,policy implementing organization,target group of policy implementation and policy implementation environment,and analyzes twelve concrete factors affecting the implementation of this policy.On this basis,the multi-level structure diagram of twelve factors is established by using the interpretative structural modelling method,the main influencing factors affecting the policy implementation are found out,and the improvement countermeasures are put forward according to the actual situation of Guizhou Province.This paper is separated into six sections: the first section is the introduction,mainly introduces the background and significance of the research,domestic and foreign research overview,methods and ideas of the research,focus,difficulties and possible innovations of the research;The second section is the definition and theoretical basis of relevant concepts.It mainly defines the concept and meaning of government data opening,open data policy and policy implementation.It introduces in detail the main content of Smith's policy implementation process model,the interpretative structural modelling method and its specific analysis steps;The third section takes the Smith model as the main analytical framework and analyzes the influencing factors of the implementation of the open data policy of the Guizhou Provincial Government;The fourth section is to use the interpretative structural modelling method to classify the influencing factors of the implementation of open data policy in Guizhou Province,draw the multi-level hierarchical interpretation structure diagram,and analyze the results of the model.The fifth section is the countermeasures and suggestions to improve the implementation effect of open data policy in Guizhou Province;the sixth section is the conclusion and prospect,which summarizes the research of this paper,and looks forward to the future development and research of open data policy implementation in Guizhou Province.
