Research On Long-term Management Of Provincial Civilized City In Guangshui City,Hubei Province

Since the concept of "Civilized City" was put forward,the craze for the creation of civilized cities has been set up across the country.Especially after the 19 th Communist Party of China National Congress,with the Socialism with Chinese Characteristics entering a new era,the needs of people's better life have been more extensive.It not only puts new demands on material life,but also puts forward higher requirements for spiritual and cultural life.The strong demand of the people in the new era has determined that it is not a problem to raise cultural-ethical standards or not,but a problem that we must do it and do it well.As the "leading project" for raising the public's cultural-ethical standards,the establishment of civilized cities must be carried out well in a timely manner to achieve regular establishment and long-term management.Over the years,Guangshui City has actively responded to the call of the policy,conformed to the people's yearning for a better life,vigorously carried out the establishment of civilized cities,and the level of the city's management has been continuously improving.However,it is undeniable that there are still many problems in the establishment of civilized cities in Guangshui City.Compared with the cities and counties at the same level,there is still a certain gap.The main phenomena are: Faced with the annual assessment of civilization index in all counties(cities,districts),the Guangshui's government mainly adopts a comprehensive remediation method that is phased,assault,and active-style,which causes some problems to rebound soon after the evaluation,thus has triggered negative sentiment among the masses and affected the credibility of the government.Therefore,the establishment of standardized and effective long-term management has become the general consensus of most party committees and governments.Although the Guangshui's government has recognized the importance of regular long-term management to the establishment of civilized cities,due to various reasons in actual work,long-term management has not been implemented.Based on the Theory of Urban Governance and the Theory of Delicacy Management,this thesis elaborates on Guangshui City's main practices in the establishment and management of the provincial civilized city,and concludes the main problems in the long-term management of Guangshui City in civilized city construction: First,the concept of long-term management is weak.Second,the participants are too single.Third,the methods of long-term management are not mature.Fourth,the financial input is insufficient.This thesis analyzes the above-mentioned problems in depth,and puts forward the feasible countermeasures for improving the long-term management of civilized city in Guangshui City.Also,this thesis points out to strengthen the long-term management concept,establish a diversified participation mechanism,improve the long-term management methods and the input guarantee system,and strengthen the working level of civilized city construction.It is expected to provide valuable theoretical thinking and practical reference for the Guangshui's government and other basic-level counties and cities to carry out the establishment and management of civilized cities.
