Research On The Long-term Mechanism Of The Construction Of Qingpu District Civilized City In Shanghai

The so-called civilized city district,refers to the social civilization degree and public quality significantly improved,economic,environmental,material construction and other aspects of the coordinated development of the city district.Since 2003,when the central government issued a document calling for the implementation of the construction of civilized cities and civilized urban areas,China's major cities ?districts have entered a new stage of striving for civilized cities? districts.During this period,many Chinese cities? districts were awarded the title of civilized cities? districts,which greatly promoted the national level of urban construction.However,there are also obvious problems in the creation process of civilized cities? districts in China,mainly manifested in formalism.During the creation period,great efforts are often made to cater to the inspection,but after the selection,the relevant management mechanism will stagnate,leading to the difficulty in maintaining the achievements of civilization.This phenomenon will not only cause a waste of resources,but also generate a lot of negative public opinion,which is not conducive to the long-term development of the city and violates the original intention of construction.In order to promote the real implementation of the construction of civilized cities? districts and promote the continuous improvement of the level of urban civilization,it is necessary to build the corresponding long-term mechanism in the process of competition.Based on this,this paper based on the theory of coordinated governance,general system theory and refined management theory,and uses case analysis,field investigation and other research methods,and takes Qingpu District of Shanghai as a case study to analyze the long-term mechanism construction of civilized urban areas.Firstly,the paper defines the core concepts of civilized urban area,and expounds the theoretical basis involved;secondly,it discusses the actual situation of the long-term mechanism construction of Qingpu civilized urban area;thirdly,it deeply analyzes the main problems existing in the long-term mechanism of Qingpu civilized urban area construction,and probes into the causes of the problems;finally,it puts forward the long-term promotion of Qingpu civilized urban area Countermeasures for mechanism construction.The results show that although the long-term mechanism for the construction of civilized urban areas in Qingpu District has been established,there arestill some problems: the target management mechanism is not perfect,there is still a point awareness in the process of establishment,and it can not really achieve full coverage;the innovation power mechanism is not perfect,the information technology is not fully used,the awareness of the government departments is low,and the enthusiasm of the establishment is not high;the collaborative governance mechanism Imperfect,the cooperation between government departments,government and enterprises,government and individuals is not close;the publicity and education mechanism is not perfect,the public participation is not high,the consciousness of voluntary service needs to be strengthened,and the quality of the public needs to be improved;the financial guarantee mechanism is not perfect,the infrastructure maintenance and the city appearance management lack of capital guarantee;the supervision and assessment mechanism is not perfect,the supervision and feedback is not continuous,and the assessment party is not perfect The pattern is single,and the strength of commendation and punishment is not enough.Only through corresponding solutions can we further improve and perfect various working mechanisms,and integrate these working mechanisms to form a normal long-term effect,promote the continuous maintenance of civilized achievements,and constantly improve the level of urban civilization.
