The Maritime Administration of the People's Republic of China is a state organ to safeguard the safety of maritime traffic and the cleanliness of the marine environment.Its maritime administrative law enforcement power is an important part of the state power.The exercise of its law enforcement power plays a vital role in ensuring the safety of ship navigation and promoting the development of marine economy.The normative exercise of this power has a far-reaching impact on its supervision,service objects,and even the overall strategic deployment of the country.In recent years,with the proposition of policies such as "cage of power in system" and "let power run in the sunshine",effective supervision of public power has become an important issue again.Under the background of actively advocating administration according to law,especially the reform of litigation system and the revision of administrative procedure law,the public's awareness of safeguarding rights has been strengthened.The maritime administrative organs have to face more and more responsibility and risk of law enforcement year by year,and the requirements for the standard level of law enforcement behavior have been constantly raised.To this end,standardizing effective law enforcement supervision ctivities can provide an important guarantee for the standardization of law enforcement.There are many ways to classify supervision,and the supervision of maritime administrative law enforcement is no exception in order to ensure the standardization and effectiveness of maritime law enforcement.Compared with other forms of external supervision,such as administrative litigation and administrative reconsideration,internal supervision of maritime administrative law enforcement has outstanding advantages in close proximity to maritime professionalism,timely problem detection and handling,and easy acceptance by law enforcement personnel,which is also the subject of this paper.The internal supervision activities of maritime administrative law enforcement have not started for a long time,so there are still many imperfections and areas to be improved.The inherent ideas of emphasizing business over supervision and emphasizing results over procedures lead to insufficient attention to the internal supervision of maritime administrative law enforcement,the quality of the supervisor needs to be improved,and the incentive mechanism of rewards and punishments within the maritime system is still imperfect.Over the past few years,the internal supervision of maritime administrative law enforcement has achieved certain results in regulating law enforcement behavior,but there are still many unsatisfactory aspects in the actual work of supervision.This paper takes the internal supervision of maritime administrative law enforcement in Cangzhou as the research object,uses the new public management theory,through a large number of literature research,theoretical analysis and comparative analysis methods,summarizes and analyses the current situation and existing problems of internal supervision of maritime administrative law enforcement in Cangzhou,and objectively analyses and evaluates the current situation of internal supervision of maritime administrative law enforcement in Cangzhou.This paper summarizes the experience of internal supervision of maritime administrative law enforcement in Cangzhou over the past few years,sums up the problems,finds out the shortcomings,analyses and studies them,finds out the problems in public service from the aspects of imperfect supervision system,weak professionalism of supervisors,unclear supervision standards and improper application of supervision results,and carefully summarizes and analyses the causes of these problems.Reasons for birth.Starting from the actual needs of the jurisdiction,aiming at effectively improving the internal supervision of maritime administrative law enforcement in Cangzhou,drawing on the successful experience of other countries and departments at home and abroad,especially through the analysis of the administrative power supervision mode based on the theory of "separation of powers" in the United States,and the experience and achievements accumulated by the public security system in the field of police supervision in China for a long time,we can draw lessons from it.With its advanced concept and relatively perfect management mode,this paper puts forward some countermeasures and suggestions to improve the internal supervision of maritime administrative law enforcement in Cangzhou from the aspects of promoting the establishment and perfection of the internal supervision system of maritime administrative law enforcement,strengthening the construction of law enforcement supervision team,and establishing and perfecting the reward and punishment mechanism.
