| As long as the shipping industry of China has achieved a brand new stage,the significance of Maritime Safety Administrations(MSA)is also increasing.However,there were many illegal and amoral cases occurred in the past several years,the agencies and the officers abused power and injured the rights and benefits of our country and people.It is an emergency to analyze the existing internal power supervision mechanism of MSA so that we can better bridle the halter.This dissertation analyzed the alterations and improvements of internal law execution supervision regulations of MSA,made a case study of T city,and come to the conclusion that beyond an immature rough framework the internal power supervision mechanism of MSA needs further modifications.There are five most severe defects.First,the supervision departments are independent and disturbed.Second,the supervisions are lagging behind the power activities.Third,the rectifications fall into formality.Fourth,the responsibility system is not in place.Fifth,team building is ignored.The essential reason is MSA does not pay sufficient attention to this section.The traditional favor contact also make some senses.For the purpose of improving the internal law execution supervision mechanism of MSA,this dissertation apprehends experiences and practices of different countries and industries and finally abstracted some suggestions.First,to modify the administrative structure of MSA so that the supervision departments can be more independent.Second,to enrich the means of supervision to expand the supervision coverage.Third,to establish a defects rectification mechanism.Fourth,to enforce the responsibility systems.Last,to promote the supervision team by effective talent incentive policies.This dissertation believed the above measures can block the holes of the internal power supervision mechanism,regulate the behaviour,improve the quality of services,lead the MSA agencies to a service-oriented transformation. |
