Research On Migrant Worker Policy Based On Co-Words Network

As the backbone of modernization construction,the large-scale migrant workers flow makes the state pay more and more attention to the policy of migrant workers,the formulation of the policy of migrant workers is more and more comprehensive,and the rights and interests of migrant workers are more and more concerned.At the same time,the current situation of development has also led to the gradual increase of related research on migrant workers policies and the emergence of a new trend of combining various disciplines,which also puts forward higher requirements for its research.Therefore,it is very important to analyze and explore the policy of migrant workers.Co-word analysis is a social sciences measurement method.It takes various policy texts as the research object,and carries out objective and systematic quantitative analysis of the content of policy texts,so as to clarify the essential facts and potential trends of the content of policy texts.This paper combines the co-word analysis method with the content of migrant workers policy,which can analyze the migrant workers' policy reasonably and effectively,and find out whether the migrant workers policy formulated by the state in the past 40 years has solved the problem of migrant workers.This paper chooses all the rural migrant workers policies formulated by the state during the 40 years from 1978 to 2018 as the main research data for analysis.The main body of the study is divided into three parts:The first part draws conclusions from the analysis of the policy texts of migrant workers in the past 40 years.The policy of migrant workers can be divided into three categories: economic service policy,public service policy,social integration and social support policy.In the economic service policy,the state pays the highest attention to the employment and entrepreneurship policy of migrant workers,followed by the training policy,and finally the financial service policy;in the public service policy,the social management policy is the focus of the state,followed by the health service policy,and finally the social security policy;in the social support and social integration policy,the education policy of migrant workers children is The focus of the state's attention is followed by the household registration policy,and finally the citizenization policy of migrant workers.The second part is to use the policy text of migrant workers to make Co-word Analysis and draw conclusions.Key words such as "employment","public service","entrepreneurship","training","innovation" and "reform" are the core of peasant workers economic service policy and the focus of national attention;key words such as "public service","social insurance","management","family planning","employment" and "social security" are the core of peasant workers' public service policy,and are the core of the state's formulation of peasant workers public service administration.Key words such as "education","public service","culture","support","adult education" and "children's education" are the core of social support and social integration policy for migrant workers,and are the focus of the state in formulating social support and social integration policy for migrant workers;in general,"public service","employment","training","management","education" and "social security".The key words of "reform","entrepreneurship" and "support" are the core of migrant workers policy,and the most core concern of the state in formulating migrant workers' policy.Therefore,from the analysis of word frequency and word cloud,we can get the most important direction and development situation of the policy-making of rural migrant workers in the past 40 years.The third part is to use the Co-word network analysis method to analyze the policy of migrant workers and draw conclusions.In terms of employment and Entrepreneurship Policy in the economic service policy,the national policy is the most complete and the best one to implement;in terms of training policy,it is also relatively comprehensive and extensive,but whether the implementation of training is in place,whether the training of migrant workers is effective,the current policy is seldom involved;and in terms of financial service policy,in addition to the payment of migrant workers,the policy is very comprehensive.Other financial services for migrant workers are scarce.In the aspect of social management policy in public service policy,the state manages peasant workers in an all-round way,and the implementation of policies by various functional departments is very strict;in the aspect of health service policy,whether it is effective or not is still to be evaluated because of its complexity;and in the aspect of social security policy,it is very comprehensive and extensive from the policy itself.However,whether the various enterprises and institutions have implemented the policy is not very obvious at present.From the time when the state's policy for migrant workers was introduced,the state's social support and social integration policy for migrant workers began to focus on in recent years,so many policies are only standardized from a theoretical point of view.As for the effect of implementation,it is still in the preliminary stage,and no great progress has been made.Through this study,we can intuitively reflect the continuity and implementation of the migrant workers policy in our country,whether the formulation of some policies is comprehensive,and the trend of the development of migrant workers' policy in the subsequent period of time.This will be helpful for researchers interested in migrant workers policies to quickly and comprehensively understand the research situation in this field,and will also provide some academic reference value for experts and scholars engaged in related research on migrant workers' policies.
