Research On The Policy Text Of The Reform Of The Administrative Examination And Approval System Of The Provincial Government In Our Country Since The 18th National Congress Of The Communist Party Of My Country

Since the eighteenth congress of CCP,decentralization reform layer upon layer,which has experienced the developmental process from the emphasis on "decentralization " to "the combination of decentralization and regulation" and now emphasizes "the combination of decentralization,regulation and service".The reform of the administrative examination and approval system is the key to promote the reform of streamline administration and delegate power to the lower levels.In five years,the original target of this reform have overfulfilled and the positive effects are obvious.It has released the vitality of enterprise,stimulate the social creativity,foster the economic development motive force,and play a positive role on promoting economic development towards a high level,under the economic new normal.No reform has been smooth and easy.The reform of the administrative examination and approval system has made great achievements while exposing some problems.The policy documents of state council and the 31 provincial governments about administrative examination and approval system reform have been regard as the research objects.Using Nvivo 10 qualitative analysis software and Ucinet 6 software to analysis these policy documents,the overall results show that the text of the state council and provincial governments have significant differences in form and content.The cluster analysis result based on word similarity shows that Beijing,Gansu,Ningxia,Xinjiang,Guizhou,Yunnan,Hainan and Chongqing are quite different from state council and other provincial governments.Only reform policies of Hebei,Anhui and Jiangxi have high similarity with state council’s policies.Which suggests that the provincial governments’ administrative examination and approval system reform are out of steps,and non-standard problem is outstanding.What’s more,this problem has led to other problems such as state council is hard to carry out the reform measures,the reform of the administrative examination and approval system of local government has became "word game" and "Numbers game" and other specific issues.To solve the reform are non-standardized,state council needs to strengthen its authority in standarding the administrative examination and approval system reform,build up a scientific system of unified standardization system,and strengthen the supervision of local government reforms.Non-standardized administrative examination and approval system reform also reflects the construction of effective government,a service-oriented government,the national basic system as well as the local government ability are lag and lack.Therefore,efforts should be put into the above four aspects to promote the standardization of the administrative examination and approval system and the whole reform practice.The reform practice of the administrative examination and approval system can also promote these four aspects of construction,improve the government efficiency,and promote the modernization of national management system and management ability.
