Text Analysis Of Social Governance Policy

Social governance is a multifaceted and intricate undertaking that requires addressing public issues while reconciling the competing interests of various societal actors.At the same time,social governance also needs to reasonably distribute the interests of various subjects and promote the interaction of multiple subjects to effectively resolve social contradictions.With the development of information technology,the social governance model has gradually changed.Technological change and innovation have endowed governance with new connotations and promoted the evolution of social governance to adapt to new social needs.Under this background,the social governance has been transformed.Multiple governance subjects have emerged continuously,governance models have been reformed constantly,and governance issues have become more and more complex and diverse.Currently,our country is in the transitional period of social governance.The evolution status and trend of social governance are not clear,and the driving factors of social governance evolution are not clear.Therefore,combined with the current macro social background,this paper takes the central social governance policies as the research object,and constructs a three-dimensional analysis framework based on policy topic-tool-incentive analysis.This paper explores the evolution trend and evolution motivation of social governance from single dimension and superimposed dimension respectively,and attempts to probe the development law of social governance from policy texts.Finally,based on the findings of this paper,several recommendations are proposed for optimizing social governance policies.The main research work of this paper is as follows.(1)Research on collection and processing of social governance policies.According to the research purpose and content of this paper,the scope of social governance is summarized to determine the scope of policy collection.Then,text screening rules are formulated according to research needs,and a data source collection platform is selected to manually collect text and process it,so as to provide a reliable data source for this research.(2)Policy evolution path analysis based on topic mining.According to the topic mining theory,the paper constructs the topic analysis model of social governance policy,and uses the topic model to carry on the topic mining of policy text.Then,the main evolutionary path is summarized with the results of topic recognition,and the characteristics of the main path are defined.Then,combined with the main path definition,the results of the keyword are classified.At the same time,the evolution relationship is constructed to show the evolution trend,and the evolution path is obtained to provide reference for policy interpretation.(3)Deconstruction of central policy texts based on policy tools.This paper constructs a system of social governance policy tools based on policy tool theory.Then,the central social governance policies are coded on this basis to obtain the use of central policy tools and the current situation of the evolution of the period,so as to explore the dynamic law of social governance policy tools.(4)Interpretation of social governance policy incentives based on sentiment calculation.Based on sentiment analysis theory,we construct a sentiment dictionary in the field of social governance policies,and then analyze the incentives of central social governance policies based on the dictionary to obtain the distribution of policy incentives in different periods.Meanwhile,the current situation of policy incentives and their potential reasons are interpreted by combining the characteristics of social governance stages to reveal the incentive tendency of the formulating subjects and the expected implementation effectiveness of social governance policies.(5)Policy evolution analysis from the perspective of three-dimensional superposition.According to the analysis of the single dimension of policy topic,tool and sentiment,the three dimensions are superimposed to comprehensively explore the evolution law of social governance policies.The experimental results obtained from a single dimension were used for cross-extraction of keywords to obtain the superimposed distribution of two dimensions.Then combined with the characteristics of social governance stage to interpret the experimental results,in-depth analysis of social governance policy evolution motivation.
