A Harmonious Society, Government And Society, Grass-roots Social Management System

The relationships between government and society in the Shanghai' s management system of the grass-roots community are in fact the relationships between the government and the public. At the same time, the Office in the Street is the bridge and ligament between them. This thesis contains 4 parts.Part 1, analyzes the historical evolution and present situation of the relationship between government and society in Shanghai' s management system of the grass-roots community. As the bridge and ligament of the management system of the grass-roots community, the Office in the Street grows from out of nothing to prosperous and its functions have been enhanced with the development of the social management level. However, the management issues on vertical and horizontal relationships which have existed since long ago are met again, with the government intensifying management to cities.Part 2, mainly investigates the beneficial exploration that Shanghai Municipal Party Committee and Municipal Government have even made. The exploration which is in view of issues on the division of vertical and horizontal relationships is for the innovation of the management pattern in the urban grass-roots community. Meanwhile, the system of the urban synthetic enforcement was established. But the disadvantage of this system has appeared again and again; kinds of relationships haven' t been straightened out; each kind of contradiction still exists.Part 3, researches the deep contradictory in Shanghai' s management system of the grass-roots community. The deep contradictory consists of three factors: as the headship of the management system of the grass-roots community-the contradiction of matter and power in the Office in the Street is prominent; dealing with the vertical and horizontal relationships in the management system of the grass-roots community well is very difficult; Shanghai' s present management system of the grass-roots community is not suitable for the need of today' s life.Part 4, according to the problem and contradiction provided in Part 3, attempts to carry on restructuring the management system of the urban grass-roots community. The corresponding countermeasures are also proposed: insisting on the principle that "the power walks along with the responsibility, the fee shifts the duty" , deal with the contradiction of matter and power in the Office in the Street appropriately; implements the socialized management, explains the conflict of vertical and horizontal relationships; innovate the current management system of the urban grass-roots community-multi-dimensional autonomous system.
