An Analysis Of The Development Of Social Organizations In Urban Residents' Autonomous Communities

With the rapid development of economic society and the deepening of reform, the environment and structure of urban grass-roots social governance have undergone profound changes. Community governance has become an important foundation project of modern urban governance. In recent years, the community social organizations which are combined by residents voluntarily developed rapidly, and are playing an increasingly important role to complement deficiencies in public services which should be supplied by government, and to fill the vacuum functions of the market. Especially the community social organizations which are resident autonomy played synergistic function on reflecting claim of the masses, mediating disputes, promoting grass-roots democracy autonomy building, and such community public affairs. It became an important support of public participation in grass-roots social governance.Along with the course of the development of social organizations in Beijing, Jianguomen Street has made certain progress in fostering and developing community social organization. But some of them are still facing some realistic dilemma, such as not well organized, not strongly appealed the residents, lack of capacity for sustainable development. Since March 2014, according to the command of the Ministry of Civil Affairs and Beijing municipal government, Jianguomen street agency launched experimental work for 2 years, which took " developing community social organization, improving urban grass-roots social governance level" as the theme.As the main participants in the street experimental work, the author generalizes all the policies of Beijing municipal government about community social organizations development in recent years, and conducts a comprehensive survey about the number, type, and maturity of community social organizations in Jianguomen Street. Through in-depth structured interviews, analysis of six typical cases, long-term non-participant observation, and the author analyzed the basic situation and operation result of autonomy of community social organization. And the author studied the problems, such as hard to obtain a legal status, weak in autonomy, internal management out of standard, imbalance of member structure, lack of resources, low efficiency of service, which exist in community governance of urban autonomy community social organization. This paper also combined experimental work from legal policy, government departments, autonomous organizations, civil society; the four dimensions gave suggestions to break the bottleneck of the development of autonomous community social organization. It aims to help build a community social organization government foster development mechanism which is suitable for the current actual situation of urban community. The mechanism can make autonomous community social organizations participate in community governance and building more efficiently, and achieve the purpose to improve the level of community governance and service.
